Role Overview

The Care Manager Director is responsible for overseeing the Care Management Program at assigned NMS location(s) under the supervision of the Program/Clinical Director. Expected areas of focus include but are not limited to: 1) program management, 2) staff supervision and oversight, 3) provision of direct services and participation in a multidisciplinary team approach, 4) cultural competency and diversity, 5) documentation, 6) productivity and efficiency, 7) staff development and skill enhancement activities, 8) other duties and special projects as assigned and developed.

Essential Functions
Program Management
  • Maintain thorough knowledge of agency programs and services and regulatory requirements.
  • Institute and maintain procedures and strategies to ensure and improve clinical and administrative effectiveness of program.
  • Ensure that all contract, state, and federal requirements for program are met, along with ensuring that all aspects of the program maintain satisfactory audit results.
  • Maintain knowledge of and compliance with all policies impacting service delivery (e.g., CYFD, DHI, managed care guidelines, Medicaid regulations).
  • Complete any data collection and P&P development requirements for program.
  • Provide clinical supervision to intake, triage, and pre‑admission procedures for all referrals in assigned catchment area/programs and ensure new participants are linked in a timely manner to proper resources and agency services.
  • Conduct regular review of clinical caseload activity to ensure services are adequate and contact by providers is made at a frequency appropriate to the clinical needs of the client.
  • Participate in agency meetings as assigned representing Clinical Outpatient Services (may include Management Meetings, Operations Meetings, QM/UM Meetings, Clinical Review Meetings).
  • Identify and engage in growth opportunities for assigned programs and overall agency.
  • Participate in community outreach on behalf of the program, provide customer service to referring entities and community partners, attend trainings as assigned, and represent the organization in a positive and professional way in the community.
Staff Supervision/Oversight
  • Provide oversight and supervision to all program staff including but not limited to meetings, trainings, performance reviews, and discipline.
  • Provide regular supervision (both clinical and administrative as appropriate) to assigned team members.
  • Engage in activities of ongoing training and professional development with supervisees to meet program service quality and productivity expectations.
  • Function as hiring manager for assigned program(s).
  • Coordinate and provide initial training and orientation to new hires.
  • Coordinate supervisee team members’ duties, schedules, and leave time to ensure sufficient program coverage.
  • Support program staff in crisis response and clinical decision making in consultation with Clinical Director.
Clinical Service Delivery and Team Approach
  • Demonstrate the ability to recognize and identify symptoms of mental illness and substance use.
  • Participate as a member of a multi‑disciplinary team approach to treatment and recovery.
  • Complete and model all functions of clinical services including but not limited to psychosocial assessments, treatment and safety planning, risk assessment, individual psychotherapy, and group psychotherapy.
  • Maintain thorough knowledge of program functions for any assigned specialized programs including Case Management/Community Support Services and Health Home Services.
Cultural Competence and Diversity
  • Provide services that are person‑centered, culturally relevant, and non‑judgmental, open, and welcoming to diverse populations.
  • Develop supervisees’ skills in offering services to diverse populations that are person‑centered, culturally relevant, and non‑judgmental.
Documentation
  • Document all services provided within expected time frames and in a manner that meets service definitions, regulatory standards, and agency expectations.
  • Ensure documentation meets quality improvement goals and agency, regulatory entities, and quality improvement goals.
  • Oversee program documentation to ensure supervisees’ documentation meets requirements.
Efficiency and Productivity
  • Demonstrate excellent organizational skills and effective use of time management techniques.
  • Use effective engagement skills and consistently meet established productivity standards.
  • Hire, train, support, and supervise service providers to ensure established productivity standards are met on a consistent basis.
Staff Development Activities
  • Participate in and complete all required trainings in an accurate and timely manner.
  • Identify and request training or skill‑enhancement opportunities.
  • Engage in cross‑training activities with other team members.
  • Attend and participate in supervision sessions and apply supervisory recommendations to work performance.
  • Identify, develop, and facilitate in‑house trainings in both group and individual format for staff members.
  • Ensure all supervisees meet requirements related to staff training as identified by agency and regulatory standards.
Other
  • Complete other administrative support duties and special projects as developed and assigned.
Qualifications
Education and Experience
  • Master’s Degree in a human services related field.
  • Documented experience with co‑occurring mental health and substance use disorders preferred.
  • Independent clinical licensure in BH, or eligible; documented experience with co‑occurring mental health and substance use disorders.
  • Minimum of two years working with target population; one year of demonstrated supervisory experience preferred.
Knowledge and Skills
  • Demonstrated success in all functions of clinical program staff.
  • Ability to manage time to meet all deadlines.
  • Recognize and identify symptoms of mental illness, suicide, and risk potential and respond appropriately.
  • Good verbal and written skills.
  • Bilingual (English/Spanish) is preferred but not required.
