The ideal candidate has 7+ years in federal capture, DHS and DoW experience, US citizenship, and strong leadership and communication skills to guide cross-functional teams in a fast-paced environment.

Qualifications

  • 7+ years of Federal capture management experience, especially with Federal Civilian and DoW agencies.
  • U.S. Citizenship is required.
  • Bachelor's degree in Business, IT, CS or related field preferred.
  • Proven track record in capturing and winning Federal contracts, especially DHS and DoW.
  • Deep knowledge of Federal procurement lifecycle, FAR regulations, and agency processes.
  • Strong communication, negotiation, and executive stakeholder-management skills.

Responsibilities

  • Develop and implement capture strategies tailored to Federal Civilian and DoW opportunities.
  • Maintain and update the capture pipeline aligned with growth objectives.
  • Establish and maintain relationships with key decision-makers and stakeholders.
  • Collaborate with proposal teams to develop compliant, high-quality responses to RFPs/RFIs.
  • Lead cross-functional teams to execute the capture plan and mentor junior staff.

ITCON Services is seeking a results-driven Capture Manager with experience in Federal Civilian (Client) and DoW agencies to lead and manage business development efforts. The ideal candidate will play a critical role in driving growth by developing and executing winning strategies to capture new business opportunities within the Federal Civilian and DoW market. This role involves working closely with business development, proposal, and operational teams to ensure a seamless transition from opportunity identification to contract execution.

This role operates in a hybrid capacity, with a blend of remote work and onsite collaboration at our Tyson's corner office in Vienna, VA.

Required Skills And Qualifications
Capture Strategy Development
  • Develop and implement comprehensive capture strategies tailored to specific Federal Civilian and DoW agency opportunities.
  • Conduct market analysis, competitive analysis, and customer analysis to identify key opportunities and position the company as a leader in the market.
  • Define win themes, value propositions, and differentiators based on customer requirements and competitive landscape.
Pipeline Management
  • Work with the business development team to identify and qualify new opportunities within Federal Civilian and DoW agencies
  • Maintain and update the capture pipeline, ensuring all opportunities are aligned with the company's growth objectives and strategic goals.
Customer Engagement
  • Establish and maintain strong relationships with key decision-makers, stakeholders, and influencers within Federal Civilian and DoW agencies.
  • Participate in industry days, conferences, and other forums to understand customer priorities and establish the company's presence.
  • Serve as the primary point of contact for customer communications during the capture process.
Proposal Development Support
  • Collaborate with the proposal team to develop compliant, compelling, and high-quality responses to Requests for Proposal (RFPs), Requests for Information (RFIs), and other solicitations.
  • Provide strategic guidance, input, and leadership during proposal development, ensuring alignment with the capture strategy.
  • Develop and deliver presentations, white papers, and other materials to support the capture effort.
Team Leadership
  • Lead cross-functional teams, including technical, operational, financial, and proposal resources, to execute the capture plan.
  • Drive collaboration and accountability among team members to ensure milestones and deadlines are met.
  • Mentor junior staff.
Desired Skills and Qualifications
  • 7+ years of Federal capture management experience, with demonstrated experience supporting both Federal Civilian agencies—specifically DHS—and Department of War (DoW) agencies.
  • U.S. Citizenship required.
  • Bachelor's degree in Business, Information Technology, Computer Science, or a related field preferred but not required.
  • Proven track record of successfully capturing and winning Federal contracts, particularly within DHS and DoW, with an emphasis on IT services, cybersecurity, program management, and/or consulting.
  • Deep knowledge of the Federal procurement lifecycle, including FAR regulations and agency-specific acquisition processes.
  • Strong understanding of DHS and DoW agency missions, priorities, acquisition environments, and challenges.
  • Excellent communication, presentation, negotiation, and executive stakeholder-management skills.
  • Demonstrated ability to lead and motivate cross-functional teams in a high-pressure, deadline-driven environment.
  • Proficiency with capture and market-intelligence tools such as GovWin, Deltek, or similar platforms.
  • Strong analytical skills with the ability to interpret market data, assess competitive trends, and make data-driven capture decisions.
