Job summary

State of South Carolina is seeking an experienced Capitol Complex Program Manager to oversee maintenance operations for the Capitol Complex in Columbia. The role directs Maintenance Teams, manages preventive and corrective work, and ensures project delivery within budget and schedule.

The position is onsite in Columbia, SC, with responsibilities spanning procurement, contract coordination, and stakeholder communication.

Qualifications

• Bachelor’s degree required; related program management experience preferred.
• Five years’ experience in building maintenance and supervising teams of trade technicians may substitute for degree.

Responsibilities

• Direct operations of Maintenance Teams for assigned facilities.
• Administer and supervise teams performing preventive and corrective maintenance.
• Review SAP Plant Maintenance reports and monitor work order status, completion and closure.
• Coordinate procurements, vendor invoices, and ensure compliance with Admin policies and SC Procurement Code.
• Serve as owner’s representative for Permanent Improvement Projects through planning, bidding, construction, and closeout.
• Coordinate project activities with architects, engineers, contractors, and occupants.
• Oversee daily operations, expenditures, and service responses for facilities.
• Develop and report Permanent Improvement Projects for CPIP inclusion.
• Recommend long-range facility plans and energy conservation measures.
• Ensure warranties on building assets are maintained and tracked.
• Lead staff through coaching, training, and performance development.
