Job summary

ERM in Irvine, CA seeks a Managing Consultant, Capital Project Delivery to lead permitting strategies and environmental assessments for large-scale energy and tech projects. You will guide complex regulatory processes and coordinate with cross-functional experts to deliver compliant, efficient solutions.

You will drive NEPA/CEQA compliance, mentor junior staff, manage budgets, and help grow ERM’s Western Region client portfolio.

Qualifications

• Bachelor’s or Master’s degree in environmental studies, planning, geography, or related natural resources field—or 8+ years equivalent experience.
• 4+ years of project management and permitting experience in energy, tech, or similar sectors across California or Arizona.
• Proven expertise in federal, state, and local permitting and planning, including NEPA and CEQA compliance.
• Strong technical writing and communication skills for concise reports and stakeholder presentations.
• Ability to manage budgets, priorities, mentor junior staff, and work in a fast-paced environment.
• Ability to lead multi-disciplinary technical teams and travel as needed.
• Driver's License; willingness to travel; not eligible for immigration sponsorship.

Responsibilities

• Manage complex permitting and compliance for energy and technology sector projects, including NEPA, CEQA, and agency regulations.
• Oversee preparation of permitting documents, environmental reviews, and impact assessments.
• Provide technical and project management expertise on permitting strategies, due diligence, and quality control.
• Prepare proposals and contribute to business development to expand ERM’s energy and tech practice.
• Collaborate with ERM’s global teams to share best practices and deliver high-quality solutions.
