Job summary

Virginia School for the Deaf and the Blind is seeking a Capital Outlay Project Engineer to manage the school’s capital outlay and selected facility projects. You will coordinate with design professionals, contractors, and state agencies to ensure timely, on-budget delivery with required quality.

The role requires strong project management, budgeting, and regulatory compliance skills, with a focus on minimizing disruption to students and staff while maintaining campus facilities.

Qualifications

• Experience in architecture, engineering, construction management or related field.
• Experience managing capital outlay or large-scale construction projects.
• Knowledge of procurement regulations, contracts, and building requirements.
• Familiar with VPPA, CPSM and state/federal regulations.
• Understanding of life safety codes, accessibility, and historic preservation.
• Proven ability to plan, procure, construct and close out projects.

Responsibilities

• Manage all phases of the capital outlay program and selected small facility projects.
• Ensure compliance with VPPA, CPSM and applicable regulations; coordinate with agencies and contractors.
• Serve as liaison between VSDB, designers, contractors, and oversight bodies.
• Deliver projects on time, within budget, and to required quality standards.
