Job summary

City of Albuquerque is seeking a skilled program manager to oversee the Capital Implementation Program, including consultant selection, contract administration, budgeting, scheduling, and policy development. Qualifications

• Bachelor’s degree in construction management, engineering, architecture or related field; and six (6) years of progressively responsible experience in public procurement, contract administration, consultant selection, CIP, public administration, or planning experience; to include three (3) years supervisory experience.

Responsibilities

• Manage and administer the selection of architectural and engineering design consultants according to SAC Ordinance.
• Negotiate design services fees, scope and schedule with City project managers.
• Prepare contractual documents and manage and track the review approval process.
• Provide professional advice to project and contract managers in the preparation of contract and task order documentation.
• Provide information on the SAC process to elected officials, City Departments, consultant community and the public.
• Professional administrative functions related to the Capital Implementation Program.
• Attend City Council meetings and provide information on consultant selection if called upon.
• Develop and implement goals, objectives, policies, and priorities; recommend and implement resulting policies and procedures.
• Review master plans, sector plans and facility plans for CIP input to City-wide processes.
• Ensure compliance with adopted ordinances, plans, policies, schedules, budgets and approved contracts.
• Compile data for and compose capital plan publications; conduct CIP issues research.
• Provide electronic software project tracking and support for CIP Division programs (capital, funding, contracting, construction) using spreadsheets, ProCore and other software.
• Develop and administer assigned budget; forecast funds; monitor expenditures; recommend adjustments.
• Coordinate CIP activities with other City divisions and outside agencies; conduct public meetings.
• Provide project management for architectural and engineering design and construction projects as needed.
