Job summary

The City of Albuquerque is seeking a qualified professional to manage and coordinate the Capital Implementation Program. You will oversee consultant selection, negotiate contracts, prepare documents, manage budgets, and coordinate with divisions and outside agencies.

The role involves public meetings, policy development, and project management for architectural and engineering design and construction projects.

Qualifications

• Bachelor's degree from an accredited college or university in construction management, engineering, architecture or related field.
• Six (6) years of progressively responsible experience in public procurement, contract administration, consultant selection, capital improvement program, public administration, or planning.
• Three (3) years of supervisory experience; public speaking experience preferred.

Responsibilities

• Manage and administer the selection on architectural and engineering design consultants according to SAC Ordinance.
• Negotiate design services fees, scope and schedule with project managers.
• Prepare contractual documents and manage review/approval process.
• Provide advice to project and contract managers in contract documentation.
• Provide information on SAC process to officials, departments, consultant community and public.
• Perform professional administrative functions related to the Capital Implementation Program.
• Attend City Council meetings and provide consultant selection information when required.
• Develop and implement goals, objectives, policies, and priorities; implement resulting procedures.
• Review master plans and CIP inputs for city-wide processes.
• Ensure compliance with ordinances, plans, policies and budgets.
• Compile data for CIP publications; conduct CIP-related research.
• Provide electronic project tracking for CIP programs using spreadsheets, ProCore and other software.
• Support budgeting: forecast staffing/equipment expenditures; monitor/approve expenditures.
• Coordinate CIP activities with other divisions, agencies and outside organizations; conduct public meetings.
• Provide project management for design and construction projects as needed.
