CIP Program Manager (Strategic Planning and Design)

Job summary

Parks- in Albuquerque seeks a senior manager to supervise and coordinate the Capital Implementation Program, overseeing capital planning, budgeting, scheduling and policy recommendations. You will work with multiple city divisions, outside agencies and the public to ensure CIP goals are met.

The role requires a Bachelor's degree in a related field and at least six years of managerial CIP or planning experience, including three years of supervisory experience.

Qualifications

• Bachelor's degree in construction management, engineering, architecture, landscape architecture, planning, and/or public administration.
• Six years of managerial capital improvement project or planning experience.
• Three years of supervisory experience.
• Possession of a valid New Mexico Driver's License.
• Possession of a City Operator's Permit (COP) within six months from date of hire.

Responsibilities

• Coordinate the organization, staffing and operational activities for CIP projects, including planning, scheduling and budgeting.
• Develop and implement goals, policies, and priorities; recommend and enact related procedures.
• Identify opportunities to improve service delivery; assess needs and propose improvements.
• Direct and review the CIP work plan; assign activities, monitor flow and evaluate results.
• Provide staff support to the Environmental Planning Commission, Mayor and City Council; prepare reports and legislation.
• Review master plans and facility plans for CIP input into city-wide processes.
• Ensure compliance with adopted ordinances, plans, budgets and contracts.
• Compile data for capital plan publications; research CIP issues.
• Select, train, motivate and evaluate CIP personnel; provide staff training and address deficiencies.
• Participate in the development and administration of the budget; forecast staffing and equipment needs.
• Provide staff assistance to supervisory staff; participate on committees and present reports.
• Coordinate CIP activities with other City divisions, agencies and outside organizations; conduct public meetings.
• Negotiate architectural and engineering contracts with outside contractors.

Education

Bachelor's degree in construction management, engineering, architecture, landscape architecture, planning, and/or public administration

Job description

Supervise, plan and coordinate assigned activities and operations within the Capital Implementation Program including capital planning, budgeting, scheduling and development of policy recommendations; coordinate assigned activities with other divisions, outside agencies and the general public and provide highly responsible and complex staff assistance to assigned supervisory or management staff.

ESSENTIAL FUNCTIONS

1. Coordinate the organization, staffing and operational activities for assigned projects within the Capital Implementation Program including planning, scheduling and budgeting of new capital projects; propose solutions to departmental problems.
2. Participate in the development and implementation of goals, objectives, policies, and priorities; recommend and implement resulting policies and procedures.
3. Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.
4. Direct, coordinate and review the work plan for assigned CIP services; assign work activities and projects; monitor work flow; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
5. Provide staff support to the Environmental Planning Commission, Mayor and City Council; prepare staff reports and write legislation on CIP program goals and intent, policy issues and fund appropriations.
6. Review master plans, sector plans and facility plans for CIP input to City-wide processes.
7. Ensure compliance with adopted ordinances, plans, policies, schedules, budgets and approved contracts.
8. Compile data for and compose capital plan publications; conduct research regarding CIP issues.
9. Select, train, motivate and evaluate CIP personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
10. Participate in the development and administration of assigned budget; forecast funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; recommend adjustments as necessary.
11. Provide staff assistance to assigned supervisory or management staff; participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary.
12. Coordinate CIP program activities with those of other City divisions and agencies, and outside agencies and organizations; coordinate and conduct public meetings.
13. Negotiate architectural and engineering contracts with outside contractors.

SUPPLEMENTAL FUNCTIONS

1. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of capital improvements.
2. Perform related duties and responsibilities as required.

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelor's degree from an accredited college or university in construction management, engineering, architecture or landscape architecture, planning, and/or public administration; and

Six (6) years of managerial capital improvement project or planning experience; and

To include three (3) years of supervisory experience.

ADDITIONAL REQUIREMENTS

Possession of a valid New Mexico Driver's License or the ability to obtain by date of hire.

Possession of a City Operator's Permit (COP) within six (6) months from date of hire.

Environmental

Office and field environment; travel from site to site, exposure to computer screens; inclement weather conditions.

Physical

Essential and supplemental functions may require maintaining physical condition necessary for walking, standing or sitting for prolonged periods of time; operating motorized vehicles.
