Job summary

Aqua Pennsylvania is seeking a qualified Capital Project Engineer to oversee capital improvement projects across water and wastewater systems. The role requires extensive travel across Northeastern Pennsylvania and a mix of office work and on-site coordination with local officials, consultants, and contractors.

The ideal candidate holds a PE license (or can obtain within 12 months), with 5+ years of design experience in water/wastewater and strong CAD/WaterGEMS/SewerGEMS skills.

Qualifications

• Bachelor’s degree in Civil or Environmental Engineering.
• 5+ years of design experience, with a focus on water and wastewater projects.
• Professional Engineer (P.E.) certification, or ability to obtain it within 12 months of hire.
• Pennsylvania driver’s license and ability to operate Company vehicle is required.

Responsibilities

• System planning and improvement for water and wastewater systems.
• Develop and implement annual capital improvement plans.
• Manage capital projects across water and wastewater sectors.
• Prepare permit applications and secure approvals at local, state, and federal levels.
• Prepare bid documents and oversee bidding processes.
• Collaborate with department heads, drafters, consultants, and contractors.
• Track budgets, progress, and timelines in Aqua Pennsylvania systems.
• Engage in professional development and industry trend updates.
• Provide engineering due diligence for potential acquisitions and improvements.
• Maintain and update system maps and hydraulic models.
• Support safety inspections and compliance of infrastructure projects.
