Job summary

The Maryland Department of General Services (DGS) seeks a Director of Capital Grants in the Business Enterprise Administration. This at-will, management service role leads a team overseeing the Capital Grants and Loans program and the MCCBL portfolio valued at billions, coordinating with legislative bodies and state agencies.

You will set strategy, ensure compliance, prepare reports and BPW agendas, and drive improvements across the grant lifecycle while engaging stakeholders at all levels and

Qualifications

• Bachelor's degree in Public Administration, Finance, Business Admin, or related field.
• At least seven years of progressively responsible experience in managing government grant or loan programs.
• Three years of supervisory or management experience.

Responsibilities

• Provides overall program leadership and professional development to a Grants team.
• Directs operational activities and strategic oversight for the Capital Grants Program.
• Collaborates with DLS, BPW, and elected officials to ensure bond bill feasibility.
• Develops program policies, SOPs, and performance metrics for compliance.
• Leads training, stakeholder briefings, and coordination with internal and external partners.
