Principal Job Duties & Responsibilities
  1. Manage critical material orders and possibly supervise personnel with oversight from project Material Management leads
  2. Ensure personnel are properly inducted in project-specific procedures, systems, protocol, and responsibilities
  3. Provide general and direct supervision to the purchasing, expediting, and other support staff as assigned
  4. Plan and execute the purchasing and/or expediting associated with commodities or engineered equipment, systems, or materials in support of project operations
  5. Assist in the handling of complex purchasing and/or expediting functions or plans, and executes those functions within established Material Management Plans, policies, and procedures
  6. Procure and/or expedite engineered equipment and materials in accordance with the Material Management Plan
  7. Other duties as assigned

Basic Job Requirements
  1. Accredited four (4) year degree or global equivalent in applicable field of study and six (6) years of work-related experience or a combination of education and directly related experience equal to ten (10) years if non-degreed
  2. Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
  3. Job related technical knowledge necessary to complete the job
  4. Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  5. Ability to attend to detail and work in a time-conscious and time-effective manner
Other Job Requirements
  1. Manage entire RFQ life cycle (bidder selection, RFQ issuance, negotiations, award, post award, close out)
  2. Terms and Conditions negotiations
  3. Review the project scope of work and the prime contract to determine the Material Management requirements and flow downs to project procurement documents, plans, and procedures; issue flow down requirements to the Material Management team
  4. Incorporate standard Fluor Procurement procedures and Commercial Strategies in the procurement of goods for the project
  5. Align with Construction to determine site purchasing requirements and responsibilities
  6. Coordinate the staffing of the project's purchasing functions in accordance with the requirements of the project Material Responsibility Matrix
  7. Manage the execution of all procurement activities on the project in compliance with the project Baseline and procedures, plans, budgets, and schedules
  8. Interact with the Project Material Manager, Discipline Leads, and Client on a day-to-day basis to meet project procurement objectives
  9. Review and understand Prime Contract flow down requirements
  10. Negotiate Terms and Conditions, pricing, and other commercial items such as surplus return
  11. Effectively manage personnel within multi-functional, culturally, and regionally diverse project team and provide an environment for the development and professional advancement of staff members
  12. Negotiate back charges for final settlement
  13. Effectively manage personnel within multi-functional, culturally, and regionally diverse project team
  14. Review and provide quality oversight against procurement deliverables generated by less experienced specialists
Preferred Qualifications
  1. Experience in EPCM industry with capital projects
  2. Experience with Fluor processes, procedures and systems
  3. Experience in dealing with global vendors (outside US)
  4. Ability to communicate fluently in English (read, write, and speak)
  5. Working toward applicable professional certification(s) or license(s)
  6. Experience should be primarily in the area of material management
  7. Excellent interpersonal and communication skills
  8. Excellent computer literacy and skills
  9. Good leadership and decision-making skills
Salary Range

84,000 to 146,000

Market Rate

The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
