Qualifications

  • MS Office suite proficiency for documentation and analysis.
  • Experience evaluating automated processes across portals and ticket workflows.

Description of Work

The Business Systems Analyst I supports the North Carolina Child Support Services program by researching, testing, and improving statewide systems used for child support case management and financial operations. Working within the Systems and User Support Unit, the position resolves system issues, develops and documents business requirements, and assists with the design and modification of applications that support child support functions.

This role participates in development and testing activities for system enhancements and integrated applications, including data warehouse and web-based tools. Collaboration with technical leads, partners, and management is essential for planning and implementing system changes. The position also monitors system performance and conducts quality assurance reviews to maintain reliability and prevent production interruptions.

Key Duties Include:
  • Research and test issues affecting ACTS, federal and state child support portals, and web applications.
  • Lead or participate in business requirement-gathering sessions for system enhancements.
  • Develop and document business requirements and draft system specifications for new or modified programs.
  • Analyze and modify existing applications to ensure alignment with applicable child support program standards.
  • Draft detailed test plans and perform testing for system changes and enhancements.
  • Participate in User Acceptance Testing for changes to the child support system and integrated applications.
  • Support development and testing for data warehouse functions and other systems interfacing with child support programs.
  • Research and test web-related production support tickets using system ticketing software.
  • Participate in planning sessions with partners, technical leads, and management for system modifications.
  • Perform quality assurance reviews to ensure adherence to established procedures and standards.
  • Monitor system performance to identify issues and prevent production interruptions.
Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $57,983.00 - $101,470.00

Recruitment Range: $57,983.00 - $60,471.00

The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

  • Intermediate-level program expertise demonstrated through hands-on experience working with multiple components of the North Carolina Child Support Services program or other social service programs.
  • Strong analytical proficiency demonstrated through researching, interpreting, and applying Federal and State child support laws when assessing system behavior and program requirements.
  • Proven operational skill using the Automated Collection and Tracking System (ACTS) demonstrated through navigating cases, troubleshooting system issues, and supporting child support program functions.
  • Intermediate technical proficiency with Microsoft Office Suite demonstrated through preparing documentation, organizing data, and supporting analysis for system enhancements and testing activities.
  • Demonstrated experience evaluating automated system processes through researching, testing, and validating system behaviors across portals, data warehouse interfaces, and ticket-based support workflows.
