Brief Job Description

The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Management Analyst IV position within the Office of Family Resources and Eligibility Services. The Office of Access and Eligibility Services is driven by its mission to connect Texans to services by helping individuals and families in need of food, medical care, cash assistance and other social services.

This candidate should have considerable knowledge and or experience with Texas Works and Medicaid for the Elderly and People with Disabilities programs, processes, policies and systems related to eligibility determination.

Management Analyst IV performs highly advanced (senior-level) professional administrative and policy analysis work. Work involves overseeing and implementing organizational studies and evaluations, evaluating systems and procedures, overseeing work simplification studies, and evaluating operations and procedures manuals to assist management in operating more efficiently and effectively. Facilitates large-scale workgroup sessions with representatives across FRES. Highly skilled in the development of business process mapping, business requirements, systems thinking and technical documentation. May plan, assign, and/or supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs)

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Reviews and evaluates new or improved business and management practices for application to agency programs or operations. Creates business case for proposed process or technology-based changes, including developing Return on Investment and Cost-Benefit Analysis documentation. Develops new or modifies existing administrative program policies, procedures, goals, and objectives. Develops solutions to organizational issues and concerns, develops organizational change strategies and plans, and/or conducts training for their implementation. (20%)

Oversees, plans, and directs organizational studies of work problems. Advises management on agency studies by identifying priorities and defining study scope, purpose, objectives, time frames, and resource requirements. Interprets historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated. Reviews comprehensive technical records and reports that present and interpret data, identify alternatives and make recommendations. (20%)

Performs advanced end-to-end analysis on audit findings and operational challenges to document existing processes and offer recommendations on improvements. (20%)

May plan, assign, and/or supervise the work of others. (10%)

Supports software development for applicable systems impacted by business process changes. (10%)

Performs related work as assigned. (5%)

Travel up to (15%).

Knowledge, Skills and Abilities (KSAs)

Microsoft Power Apps, Power BI or similar software.

Microsoft Excel, including pivot tables and other data analysis functions or similar software.

Ability To

Apply extensive knowledge of Texas Works and Medicaid for the Elderly and People with Disabilities programs, processes, policies and systems related to eligibility determination, preferred.

Apply extensive knowledge of business process improvement, systems thinking, or related fields, preferred.

Apply organizational development and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures; of methods and procedures analysis techniques; of work simplification methods; of forms and records design and control procedures; and of statistical analysis.

Produce process mapping and apply business process improvement methodologies.

Develop products using Microsoft Visio or similar software.

Registrations, Licensure Requirements Or Certifications
  • Lean or Six Sigma certification, Prosci Change Management or process improvement related certification preferred
  • Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) certification preferred.
  • Certified Product Owner (CSPO), Scrum Master (CSM), Scaled Agile Framework (SAFe) or Agile-related certification preferred.
Initial Screening Criteria
  • At least 3+ years of full-time professional work experience, preferably in a large, public sector, or Human Health & Services Commission (HHSC) applying continuous improvement methodologies to HHSC related programs, policy and procedures. (Required)
  • Experience with performing as part of a team by contributing to the formulation of short and long-term goals, departmental and work planning, and developing effective communication strategies and relationships with others. (Required)
  • Bachelor’s or Master’s degree in a related field from an accredited university is preferred, but not required. (Preferred)
  • High level of proficiency in using Microsoft Office Suite including Teams, Visio, SharePoint, project management/process improvement software and/or related tools. (Preferred)
  • Any of the following certifications:
  • Lean or Six Sigma certification, Prosci Change Management or process improvement related certification preferred
  • Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) certification preferred.
  • Certified Product Owner (CSPO), Scrum Master (CSM), Scaled Agile Framework (SAFe) or Agile-related certification preferred.
Additional Information

The office location is at 701 W 51st Street Austin, TX 78751. This position is eligible for part time telework position, subject to change. Must be willing to travel to State Office (701 W 51st Street Austin, TX 78751) based on business needs. Other state travel may occur based on business needs.
