The Business Process Analyst will drive the modernization of workflows, processes, and tools for telecommunications service ordering in support of the FAA. This modernization effort will strengthen the FAA’s ability to accomplish the Brand New Air Traffic Control System (BNATCS) and deliver telecommunications services at the volume required to meet FAA program and National Airspace System (NAS) user requirements. Failure to modernize delays the replacement of aging technology, increases the risk of critical network failures, jeopardizes inter-agency communications, and exposes the FAA to escalating costs due to technology obsolescence charges particularly as Time-Division Multiplexing (TDM) circuits face discontinuance and loss of vendor support.
Serve as the primary change agent for process modernization, facilitating buy-in from Engineers, FAA customers, and other stakeholders
Conduct comprehensive assessments of current telecommunication service order engineering workflows, identifying inefficiencies, bottlenecks, and areas of risk across both project management and engineering functions.
Design and implement modernized processes that align with industry best practices and FAA telecommunications guidelines.
Develop process maps, workflow diagrams, and documentation that clearly define current-state and future-state operations.
Collaborate with Project Managers to evaluate and enhance the standard project plan templates, artifacts, and tools used to facilitate telecom service orders.
Work with Engineers to assess and optimize processes for reviewing telecommunications solutions.
Evaluate current tools and technologies used by the team and recommend modern alternatives that support improved collaboration, tracking, and reporting.
Develop and deliver training materials, standard operating procedures (SOPs), and user guides to support the transition to modernized processes.
Establish key performance indicators (KPIs) and metrics to measure the effectiveness of modernized processes.
Bachelor’s degree and 9-11 years of experience managing projects
Or Masters Degree and 6 years of professional relevant experience
Or Associates Degree and additional 2 years experienc would be acceptable.
Or Highschool degree and 13 years of relevant experience.
Experience in business process analysis, process improvement, or workflow modernization, preferably within telecommunications or government environments.
Demonstrated experience with industry standard business process re‑engineering theories, standards and best practices.
Strong analytical, communication, and stakeholder management skills.
Ability to translate complex technical and operational processes into clear, actionable documentation and recommendations.
Experience with change management principles and tool adoption strategies.
Salary Range: $115,500 – 180,525

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract‑specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on‑call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it’s just one component of Noblis’ total compensation package.
