Position Summary
The Business Process Analyst (BPA) will support the Oklahoma StateDepartment of Health (OSDH) Transformation Management Office (TMO) by providingstrategic initiative support, business process analysis and improvement,performance management, and stakeholder coordination. The BPA will support theplanning, coordination, implementation, execution, monitoring, and completionof finance-related strategic initiatives while ensuring consistency with OSDHstrategy, mission, commitments, and goals.
The BPA will manage assigned activities and deliverables within scope,maintain effective stakeholder relationships, identify and help removebarriers, and escalaterisks or issues as needed to support successfulinitiative outcomes.
Key Responsibilities
Business Process Analysis and Improvement
- Gather, analyze, and evaluate information relatedto agency business processes and standard operating procedures (SOPs).
- Identify inefficiencies and recommendimprovements to standardize, streamline, and improve operations.
- Conduct gap analysis and root cause analysis anddevelop actionable recommendations to improve processes, systems, SOPs,workforce utilization, and management functions.
Strategic Initiative and Project Support
- Support the planning, coordination,implementation, execution, monitoring, and completion of finance-relatedstrategic initiatives.
- Create, develop, and maintain project plans,milestones, action items, and other tools needed to achieve strategicinitiative goals.
- Coordinate with initiative leads, sponsors, andstakeholders to maintain alignment on scope, timelines, deliverables, andexpected outcomes.
- Identify blockers, risks, and issues; support resolutionand and elevate concerns when appropriate.
Feasibility, Risk, and Optimization Analysis
- Analyze and evaluate proposed business processchanges before implementation.
- Conduct feasibility assessments and risk analysesand develop optimization strategies to support informed decision-making.
- Provide recommendations based on available data,process findings, stakeholder input, and operational requirements.
Performance Management and Reporting
- Develop and maintain performance managementdashboards and reporting tools for strategic initiative leads, sponsors,and TMO leadership.
- Track and report key performance indicators(KPIs), milestones, risks, and initiative progress.
- Support clear, accurate, and timely communicationof performance information to leadership and stakeholders.
Change Management
- Apply change management practices in accordancewith agency and TMO guidance.
- Support stakeholder engagement, communication,readiness, and adoption activities associated with process, system, oroperational changes.
Compliance and Documentation
- Ensure assigned activities and deliverablesadhere to applicable federal, state, and agency requirements anddocumented guidelines.
- Develop and maintain clear process documentation,reports, recommendations, SOPs, and other materials necessary to supportimplementation and sustainability.
Facilitation and Stakeholder Engagement
- Lead and facilitate meetings, workshops,workgroups, and other collaborative activities, particularly when anindependent or neutral facilitator is beneficial.
- Engage professionally with stakeholders atmultiple organizational levels and support cross-functional collaboration.
- Communicate findings, recommendations, risks, anddecisions clearly to technical and non-technical audiences.
Knowledge, Skills, and Abilities
- Experience with business process improvement,process analysis, Agile, Lean Six Sigma, project management, or relatedmethodologies.
- Strong analytical, problem-solving, anddecision-making skills, including the ability to evaluate complexinformation and develop practical recommendations.
- Ability to develop and use performance measures,dashboards, reports, and other tools to monitor progress and communicateresults.
- Strong proficiency with Microsoft Officeapplications, including Excel, Word, PowerPoint, and Teams; experiencewith Power BI or similar reporting tools is beneficial.
- Excellent written and verbal communication skillswith the ability to interact professionally with staff, leadership, andstakeholders at all levels.
- Strong organizational and time-management skillswith the ability to manage multiple priorities, assignments, anddeadlines.
- Ability to facilitate group discussions, buildstakeholder alignment, and support resolution of cross-functional issues.
- Strong attention to detail and commitment toproducing accurate, high-quality deliverables.
Preferred Qualifications
- Professional experience in business analysis,process improvement, project management, performance management, or arelated field.
- Experience supporting strategic initiatives,organizational transformation, or enterprise-level improvement efforts.
- Experience working in government, public health,finance, or another regulated environment is preferred.
- Experience developing executive-level reports,dashboards, process maps, SOPs, or implementation documentation.
- Lean Six Sigma, project management, changemanagement, business analysis, or related professional training orcertification is preferred.
Key Success Factors
Successful performance in this position requires the ability to combinestructured analysis with practical execution. The BPA should be able tounderstand current-state operations, identify improvement opportunities,translate findings into actionable plans, coordinate stakeholders, monitorperformance, and help move strategic initiatives from planning throughimplementation and completion.
