Job summary

SITEC Consulting, LLC. seeks an experienced Business Financial Professional - Level 2 to support an immediate government requirement. This role focuses on financial management, budget execution, acquisition, and reporting in a mission-focused environment.

An active TS/SCI Clearance w/Poly is required at time of application. The ideal candidate has DoD/IC financial experience, acquisition funding knowledge, and proficiency with financial systems and Microsoft Excel.

Qualifications

  • Bachelor's degree with a business focus.
  • At least eight years of DoD or Intelligence Community purchasing or financial experience; or ten years combined DoD, IC, and commercial purchasing or financial experience.
  • Experience preparing reports reflecting program or project cost, schedule, and performance.
  • Experience with budget planning, preparation, and execution for acquisition programs.
  • Advanced Microsoft Excel proficiency, including formulas and pivot tables.
  • PowerPoint proficiency, including importing and presenting Excel data.
  • Strong analytical, organizational, communication, and financial reporting skills.

Responsibilities

  • Validate and complete Unliquidated Obligations (ULOs).
  • Support Government Business and Contract Management Offices with end-of-year activities and data calls.
  • Enter and modify requisitions in NSA financial management systems with required information and documents.
  • Prepare MIPRs, EAOs, and related requisitions.
  • Process incoming MIPRs and EAOs using established acquisition procedures.
  • Create and maintain spend plans documenting Government requirements.
  • Track requisitions through approval, certification, contracting, and receiving processes.
  • Retrieve and analyze financial information using NSA systems like FACTS, CMIS, EDSS, CDW.
  • Apply NSA acquisition and financial management policies and tools.
  • Monitor financial code usage against budgets.
  • Support responses to financial data inquiries.
  • Coordinate and finalize basis-of-estimate data with current-year updates.
  • Prepare financial status reports for Government programs.

Job description

SITEC Consulting is seeking an experienced Business Financial Professional - Level 2 to support an immediate requirement. This position provides financial management, budget execution, acquisition, and reporting support within a mission-focused Government environment. This role will require an active TS/SCI Clearance w/Poly at time of application.

The ideal candidate will have substantial DoD or Intelligence Community financial experience, strong knowledge of acquisition funding processes, and proficiency with financial management systems and Microsoft Excel.

Key Responsibilities
  • Assist with validating and completing Unliquidated Obligations (ULOs).
  • Support Government Business and Contract Management Offices with end-of-year activities and Actual data calls.
  • Enter and modify requisitions in NSA financial management systems, ensuring all required information and supporting documentation are included.
  • Prepare both non-complex and complex Military Interdepartmental Purchase Requests (MIPRs), Economy Act Orders (EAOs), and associated requisitions.
  • Process incoming MIPRs and EAOs using established business management and acquisition procedures.
  • Create and maintain spend plans documenting Government requirements.
  • Track requisitions through the approval, certification, contracting, and receiving processes.
  • Retrieve and analyze financial information using systems such as FACTS, CMIS, EDSS, and CDW.
  • Apply established NSA acquisition and financial management policies, procedures, regulations, and tools.
  • Monitor financial code usage and expenses against approved budgets.
  • Support responses to internal and external financial data inquiries.
  • Coordinate, enter, and finalize basis-of-estimate data, including current-year updates.
  • Prepare financial status reports for Government Program and Business Management Offices.
  • Recommend appropriate funding sources and identify funding shortfalls, excess obligations, and variances based on burn rates.
  • Develop briefing materials for Government financial reviews.
  • Provide financial data supporting program estimates and planning activities.
  • Assist with budget and financial planning for organizations, programs, and cost centers.
  • Identify potential budget, expenditure, cost, schedule, and performance variances.
Required Qualifications
  • Bachelor's degree with a business focus.

  • Familiarity with MIPRs, EAOs, requisitions, spend plans, ULOs, and acquisition funding processes.
Education and Certification Substitutions

In place of a bachelor's degree, candidates may qualify through one of the following paths:

  • PMP, Certified Defense Financial Manager (CDFM), or DAWIA Level I Business/Financial Management certification, plus three years of directly related experience, for a total of:
    • Eleven years of DoD/IC purchasing or financial experience; or
    • Thirteen years of combined DoD, IC, and commercial purchasing or financial experience.
  • Without a qualifying degree or certification, candidates must possess:
    • Thirteen years of DoD/IC purchasing or financial experience; or
    • Fifteen years of combined DoD, IC, and commercial purchasing or financial experience.
