Qualifications

  • Bachelor's degree and 5 to 8 years of professional experience.

  • Proficiency with Microsoft Office (Word, Excel, Outlook, and Teams).
  • DoD or government documentation experience preferred.
  • Active Secret security clearance is preferred; candidates must be able to obtain and maintain a Secret Security clearance.

Responsibilities

  • Develop and process purchase requisitions within IBPES and supporting Excel-based financial management tools to ensure timely funding of contractor requirements.
  • Coordinate with Contracting Officer’s Representatives (CORs) to obtain and validate current modification (MOD) information, maintaining accurate contract planning data and ensuring the Contracts Planned FY tracker reflects the most current execution requirements.
  • Review, validate, and revise assigned Purchase Requisitions (PRs) prior to submission to Government BFMs for review and approval within IBPES, ensuring requests are accurate, properly supported, and aligned with program requirements and available funding.
  • Monitor and track program procurements throughout the acquisition and funding lifecycle, ensuring requirements are properly funded and obligations are executed prior to funding expiration dates.
  • Maintain and update COR-COD Excel workbooks with monthly IBPES financial data, incorporating changes in funding, obligations, commitments, and execution status as they occur.
  • Maintain weekly contractor planning trackers for assigned programs, providing program leadership and Government stakeholders with current visibility into planned and actual financial execution.
  • Monitor NetWork Activity (NWA) execution and associated charges; perform weekly updates to assigned funding amounts, close NWAs when appropriate, and communicate funding and execution changes to program planners and stakeholders.
  • Review and evaluate submitted plans for Technical Product/Project Engineering (TPS) subtasks during active IBPES planning events, approving or rejecting plans based on available allocations, budget constraints, projected costs, and established program requirements.
  • Research historical obligations and commitments, including aged and inactive transactions, to identify outstanding financial actions, resolve discrepancies, and provide financial information and recommendations in support of Government program management and execution.
  • Provide financial management support and subject-matter expertise to Government program personnel, CORs, planners, and other stakeholders by analyzing funding requirements, identifying potential execution issues, and recommending appropriate courses of action.
  • Ensure financial data, procurement actions, and program execution information are accurate, current, and traceable across IBPES and supporting financial management tools to facilitate informed Government decision-making.

Bowhead seeks a Business Financial Analyst to provide program management and operational support to NSWCDD V Department and affiliated departments. Responsibilities

The Business Financial Analyst requires strong communication, organization, and analytical skills to support program priorities and ensure timely completion of assigned tasks.


Job duties to include but are not limited to:



  • Develop and process purchase requisitions within the Integrated Budgeting, Planning, and Execution System (IBPES) and supporting Excel-based financial management tools to ensure timely funding of contractor requirements.

  • Coordinate with Contracting Officer’s Representatives (CORs) to obtain and validate current modification (MOD) information, maintaining accurate contract planning data and ensuring the Contracts Planned FY tracker reflects the most current execution requirements.

Target salary is $100,000/annually to $115,000/annually commensurate with experience

Physical Demands:



  • Must be able to lift up to 50 pounds

SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain and maintain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
