Job summary

Bowhead seeks a Sr. Financial Analyst to support our customer in AIR PMO, Robotic and Autonomous Systems at NAS Patuxent River, MD. The role uses NERP, DAI, CSPT, CERBERUS and PBIS for budgeting, forecasting and reporting across multiple programs.

The analyst conducts quantitative analyses of investment programs, manages funds, tracks obligations and expenditures, and prepares briefs for program reviews and congressional updates, ensuring alignment with Navy and DoD requirements.

Qualifications

• MS/MA with 10+ years of financial analysis and execution experience.
• DoD FM Level 2 or 3 preferred.
• DAWIA Advanced or Practitioner Certified (BFM) preferred.

Responsibilities

• Monitor CSPT and CERBERUS for adherence to PMO, NAVSEA and MCSC rules; coordinate actions.
• Track and respond to financial drills and RFIs from PAE, SYSCOMs, Sponsors.
• Utilize PBIS to assist in RFIs and track financial controls.
• Prepare briefs including Congressional and Military Intelligence Program (MIP) briefs.
• Prepare monthly MIP reports and maintain financial status databases.
• Assist IPT with CSPT issues and provide TEAMS training as needed.
• Attend Financial Review meetings at IPT and Program levels.

SR. FINANCIAL ANALYST (PMA263):

Bowhead seeks a Sr. Financial Analyst to support our customer in AIR PMO, Robotic and Autonomous Systems (formerly PMA 263) located at NAS Patuxent River, MD. The Sr. Financial Analyst will provide financial analysis support to include utilizing Navy-ERP (NERP) and Defense Agencies Initiative (DAI), Common Spend Plan Tool (CSPT), CERBERUS and PBIS.

The Financial Analyst will conduct quantitative analyses of information affecting investment programs of public or private institutions. Performs managerial/cost accounting, budgeting, funding execution, manpower management, workload, acquisition, document management, system support, and financial analyses to provide efficient allocation and effective utilization of financial resources, making recommendations for improving operations, systems, and reporting. Proficiency in NERP or DAI, Appropriation Types and Spend Plan Management.

• Monitor CSPT and CERBERUS for adherence to PMO, PAE, NAVSEA and Marine Corps Systems Command business rules, and coordinate corrective actions and/or updates as required
• Track and assist in the answering of financial drills and RFIs from PAE, SYSCOMs, Resource Sponsors and other Stakeholders
• Utilize PBIS to assist in the answering of RFIs and track financial controls
• Assist in the preparation of various briefs, to include Congressional Briefs, Program Reviews, Military Intelligence Program (MIP) briefs
• Prepare monthly MIP reports
• Maintain, consolidate, and organize databases of budgetary status information based on financial data provided through NERP, DAI, CSPT, CERBERUS and PBIS
• Support drills with CSPT and CERBERUS data and analysis as required
• Perform budget execution Status of Funds (SOF) reports including tracking status of obligations and expenditures in detail by year, appropriation, and program for financial reconciliation for all funds; update/develop spreadsheets for financial status briefs and presentations
• Assists IPT personnel with their CSPT issues, updates, questions. Provide adhoc TEAMS training as requested
• Attends all Financial Review meetings for both IPT and Program Level as required
• Attends all IPT weekly and monthly tag up/meetings to gain information about program updates
• Create/track funding documents and Other Customer Funds (OCF) packages in Naval Enterprises Resources Program (N-ERP) and Defense Agencies Initiatives (DAI), such as ZFD PRs, ZGI PRs, ZSPS PID/PRs and MIPRs
• Provide support in creating and amending Statements of Work, Network Activities (NWAs) and Receiving Billing Elements (RBEs)
• Research/reconcile prior and current year reimbursable/direct cite Unliquidated Obligations (ULO)for the Dormant Account Review Quarterly (DARQ) data call for both United States Marine Corps (USMC) and United States Navy (USN) using various USN, USMC and DoD electronic data systems such as NERP, DAI, CERBERUS, CSPT and Electronic Data Access System (EDA)
• MS/MA with over ten (10+) years of experience performing duties described above with at least four (4+) of those years performing financial analysis and execution with DON acquisition using NERP or DAI. (Allowable substitution: Bachelors Degree plus an additional two (2+) years relevant experience OR Associates Degree plus four (4+) additional years relevant experience OR High School Diploma/GED plus six (6+) additional relevant years’ experience.)
• DoD Financial Management (FM) Level 2 or 3 preferred
• DAWIA Advanced or Practitioner Certified (BFM) preferred

Physical Demands:

• Must be able to lift up to 10 pounds
• Must be able to stand and walk for prolonged amounts of time
• Must be able to twist, bend and squat periodically

Target salary range is between $95,000 - $130,000 commensurate with experience.

SECURITY CLEARANCE REQUIREMENTS:
