Introduction
The Department of Health Services (DHS), Division of Care and Treatment Services (DCTS) is recruiting to fill a full-time Business Development Support Analyst position within the Office of Electronic Health Records (OEHR).
DCTS manages and supports seven care and treatment facilities for people living with psychiatric disorders and intellectual disabilities, community mental health and substance use services, community mental health and substance use treatment services for people in the criminal justice system, and the protection of client rights for people receiving services for intellectual disabilities, mental health, and substance use.
This position is headquartered at the Mendota Mental Health Institute (MMHI) at 301 Troy Dr. on the north side of Madison. This position can work remotely most of the time but will be required to report to the headquarters office location based on training or operational need. Occasional travel (up to 10%) to DHS healthcare facilities and offices throughout the state may also be required.

Position Summary
Responsibilities
As the Business Development Support Analyst, you will provide business analysis, process analysis and project coordination services for OEHR operations. You will ensure that information and workflow updates are coordinated across the team, and that schedules are created and managed for operational implementation. You will serve as an internal expert on the technical configuration functionality for system design and workflow within the EHR system and provide leadership for system enhancements for all department services. Responsibilities include:
- Collaborating with facility information technology staff and EHR facility analysts to manage division wide user profile and access.
- Recommending policy and procedure revisions and strategies that improve the quality and practical use of the EHR system.
- Managing the review and evaluation of new and existing workflows and functionality to determine DHS system compatibility including whether system changes will have potential negative consequences to avoid.
- Consulting and collaborating with other analysts and integration architects to configure, test, and optimize functionality in the system, making evaluation of downstream impacts and risks a priority.
- Leading or coordinating conversions, application system testing, and documentation of system procedures.
- Coordinating report development and data quality improvement projects.
- Providing program support to OEHR leadership which includes managing procurement and financial transactions, scheduling meetings and developing agendas, and assisting with budget management.
Salary Information
The starting pay is between $37.00 and $42.25 per hour (approximately between $76,900 and $87,800 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.
Pay for current or former employees is based on the rules that apply to compensation for the applicable transaction. This position is classified as an Information Systems Business Automation Senior and is in pay schedule/range 07/34.
Job Details

- Mileage reimbursement to the employee’s headquarter location is not provided.
- For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Qualifications
Minimally qualified applicants will have all the following:
- Experience providing IT support in a professional/business setting.
- Experience developing and updating process documentation for technical applications.
- Experience maintaining system software applications (e.g., designing new functionality, fixing issues in system, modifying existing applications to meet user needs and regulatory changes, etc.).
- Experience managing or coordinating technical projects (e.g., documenting and analyzing business requirements, creating project roadmaps, serving as a liaison between participants, presenting project status updates, reporting on outcomes, etc.).
Well-qualified applicants will also have one or more of the following:
- Experience providing system support within Oracle Health (Cerner) EHR.
- Clinical healthcare experience (e.g. nursing, certified nursing assistant, therapeutic services, etc.).
- Experience using querying and reporting tools for analyzing data (e.g., Crystal Reports, Tableau, Business Intelligence, etc.).
- Experience managing administrative fiscal responsibilities (e.g., reconciling travel expenses, gathering quotes, procurement, reconciling purchase card statements with receipts, invoices, etc.).
