Job summary

The Department of Administration (DOA) is seeking an IS Enterprise Business Analyst Specialist to support Wisconsin's ERP HCM system (PeopleSoft). You will work under general supervision, focusing on HR, Absence, Time and Labor, Benefits, TAM, and Payroll within the State Transforming Agency Resources (STAR) Bureau.

Position Summary

The DET State Transforming Agency Resources (STAR) Bureau provides statewide information technology services utilizing a combination of both State-owned equipment and vendor-provided services. The division ensures the effective and efficient use of information technologies in support of Wisconsin government services and programs. It designs, administers, promotes, and supports information technology services to state agencies, local governments, tribal governments, private partners, schools, universities, libraries, and citizens.

Operating under general supervision, this position functions as a functional system expert for the State of Wisconsin’s Enterprise Resource Planning (ERP) system, specifically, Oracle PeopleSoft Human Capital Management (HCM) in the areas of HR, Absence, Time and Labor, Benefits, TAM, and Payroll.

Key Responsibilities Include
  • Ensuring HCM Section process, standards and structures are implemented and adhered to.
  • Supporting HCM Team leads.
  • Supporting the State of Wisconsin’s ERP HCM system through:
  • the application development process; this includes the analysis, design, build, test, implementation and support of reports, interfaces, conversions, and extensions
  • the ongoing support and maintenance of systems upgrades and updates
  • resolving customer problems
  • ensuring data integrity and protecting sensitive data
  • recommending technical solutions, policies, and procedures
  • evaluating system functionality, testing and documenting technical decisions and actions
  • understanding the various tools and techniques that are needed to support the State of Wisconsin’s ERP system. As a result, this position requires solid understanding of systems analysis and design, data modeling, software development lifecycle, and Agile practices

The systems that the incumbent is responsible for are critical to the Department of Administration and the State of Wisconsin mission, with widespread impacts throughout state and local government.

Salary Information

Starting salary for the IS Enterprise Business Analyst Specialist (07-33) be between $35.90 - $49.00 hourly. Salary will be determined by applicant qualifications. A 12-month probationary period is required. Pay for current state employees will be in accordance with the State Compensation Plan.

Job Details

Due to the nature of the position, DOA will conduct fingerprinting and background checks on applicants prior to selection. DOA does not sponsor work visas and is not an eligible OPT (Optional Practical Training) employer for F-1 international students. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form upon hire.

All employees are expected to live and work in Wisconsin. Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. Qualifications

Minimally qualified applicants will have the following:

  • Experience creating queries within PeopleSoft.
  • Experience analyzing large amounts of data using Excel.
  • Experience creating test plans for new system functionality or system updates.
  • Experience working in a team of Business Analysts that are working within PeopleSoft.
Well-qualified Applicants Will Also Have
  • Experience reading and writing Structured Query Language (SQL).
  • Experience leading a complex IT project, such as a PeopleSoft upgrade or new integration.
