Business Development Professional – NCMBC (Northeastern NC)

Fayetteville Technical Community College is seeking a full‑time Business Development Professional to work with the North Carolina Military Business Center (NCMBC) and the Small Business Center (SBC). The role supports Northeastern North Carolina, serving the counties of Bertie, Camden, Chowan, Currituck, Dare, Gates, Halifax, Hertford, Martin, Northampton, Perquimans, and Pasquotank, and will be based at the local community college in this region.

Essential Duties
  • Build public and business awareness of military and other federal business opportunities through meetings, briefings and training events in an assigned geographic area, in collaboration with community college Small Business Centers, chambers of commerce, economic development agencies, SBTDC offices and partner agencies. Create content for NCMBC communications tools such as the website, e‑newsletter, blog and other social media.
  • Consult with businesses one‑on‑one to recruit or engage them more effectively in the federal market and assist them in competing for specific contracts. Conduct consultations telephonically or in person at the business location, community college office space or other venues. These may result in referrals to partner agencies. Special activities include business visits and technical assistance.
  • Conduct business visits to current federal contractors and contracting‑capable, mature businesses in North Carolina. Assess client companies’ capabilities in current and future business development, capture, contract execution and other contracting competencies; recommend actions and refer clients to resources to improve their capabilities.
  • Provide one‑on‑one technical assistance to business clients when requested, helping them understand specific federal solicitations or develop proposals or quotes for government contracts. Requests may arise from opportunities sourced by the BDP.
  • Identify current federal contract opportunities from assigned industries, federal buying offices or those assigned by NCMBC headquarters. Use the NCMBC client‑management database (Salesforce), agency and industry partners and other internet resources to locate NC companies capable of competing; source opportunities; provide one‑on‑one assistance such as solicitation interpretation or proposal review; and report contract award and win data to NCMBC headquarters.
  • Identify future contract opportunities; use client‑management software, agency and industry partners and internet resources to locate NC companies capable of competing; work via Salesforce to source lucrative opportunities; provide lists to NCMBC headquarters for publication; and coordinate information briefings, teaming sessions or other activities to preposition NC companies.
  • Assist in developing teaming relationships between NC subcontractors and federal prime contractors when requested by primes or tasked by NCMBC headquarters. Activities include providing short lists of potential subcontractors, hosting small‑group teaming meetings or assisting with statewide networking events.
  • Establish and maintain liaison with contracting officials and small‑business specialists in assigned federal contracting offices to build relationships, acquire acquisition forecasts, elicit data on existing contracts and promote use of NC businesses for future contracts.
  • Coordinate with the NCMBC Director of Operations to establish and maintain web pages on the NCMBC website for assigned industries and/or buying offices. Web pages will contain guides to federal business, lists of significant opportunities and links to forecasts and reference data.
  • Use excellent word‑processing, spreadsheet and database skills, including MatchForce, MS Office and client‑management software.
  • Perform any related duties assigned by the Senior Program Manager, Director of Operations or NCMBC headquarters.
Minimum Qualifications
  • Bachelor’s degree or higher from an accredited college or university in Business Administration or a related field.
  • Combination of education or experience equivalent to four years in business development and/or military procurement.
  • Working knowledge of military procurement systems and procedures.
  • Work experience in military procurement.
