Job summary

Abile Group, Inc. is seeking a Business Continuity Planner to lead cross-functional teams and manage continuity programs for an Intelligence Community customer. The role involves directing BPA/BIA programs, readiness reporting, and coordination with government leadership.

The ideal candidate holds TS/SCI clearance, a Bachelor's degree, seven years of program management experience, FEMA Level 1 certification, and hands-on experience with MAST and AtHoc CENS.

Overview

Abile Group has an exciting and challenging opportunity for a Business Continuity Planner supporting an Intelligence Community Customer.

The right candidate will possess the belowskills and qualificationsand be ready to handle all responsibilities independently and professionally.

Responsibilities

Team Leadership & Personnel Development

  • Leads and mentors Functional Analysts (FAs) to consistently meet or exceed performance goals.
  • Fosters workplace culture centered on continuous growth, learning, and professional development.
  • Evaluates FA skills regularly to ensure overall proficiency and technical capabilities are maintained.
  • Coordinates assignments for Functional Analysts with the Functional Leadership Team (FLT).
  • Receives, evaluates, and schedules resource requests submitted by the FLT.
  • Ensures all active tasks are accurately tracked, updated, and visible to the PM, Functional Leads, and the government customer.
  • Manages daily scheduling bottlenecks and resolve lower-level resource conflicts between Functional Leads, escalating critical deadlocks to the FLT.
  • Be prepared to complete any onsite, no-cost training courses or professional development as directed by government leadership to further skills, proficiency, professional competency, and overall utility in this role.

Continuity & Mission Support

  • Manages the comprehensive continuity framework across the agency.
  • Oversees and organizes the agency Business Process Analysis and Business Impact Analysis (BPA/BIA) program for Essential Functions (EFs) and Essential Support Activities (ESAs).
  • Guides agency components as they develop, update, and manage ESAs within the Mission Assurance Support Toolkit (MAST).
  • Builds and manages the liaison program for component continuity planners to audit and evaluate their individual programs.
  • Directs all efforts related to agency continuity planning, readiness reporting, and essential records management for all ESAs.
  • Serves as the final technical review authority for all Readiness deliverables prior to delivery.
  • Manages the Readiness Function’s formal battle rhythm and operational schedule.
  • Supports alternate site operations as required (not to exceed 10% of time). Requirements include:
    • Opening/closing facilities as needed.
    • Conducts facility tours for agency leadership.
    • Facilitates all alternate site requirements for training and evaluations
    • Advises leadership and continuity personnel on alternate workspace requirements, availability, and capacity limits.
    • Ensures all continuity requirements are met during a contingency or disruption to normal operations.
  • Contributes directly to planning efforts for emergency relocation and devolution strategies.
  • Collaborates on the development of business continuity plans for the agency and its individual components.

Continuity Training & Mission Assurance Support Toolkit

  • Designs, develops, and executes organizational training programs, compliance curricula, and comprehensive performance evaluations; develops and provides user training for the Continuity Planning Tool.
  • Develops, updates, and coordinates continuity program training with the NGA College.
  • Assists with facilitation of the full exercise cycle, from initial planning through after-action reporting, for component-level continuity plans.
  • Serves as the requirements manager for the Continuity Planning Tool (CPT); perform requirements gathering and analysis; document future requirements for development team.

Compliance & Risk Management

  • Monitors and tracks NGA compliance across National, Executive, Federal, DoD, and IC directives and regulations to ensure alignment with overarching agency goals.
  • Coordinates comprehensive mission risk assessments, vulnerability analyses, and mitigation planning for ESAs through Dependency Risk Acceptance, Function Validation Process, BIA, etc.
  • Establishes continuity-related risk metrics and reporting mechanisms for senior leadership assessing Agency-level Readiness & Preparedness.
  • Introduces industry’s best practices and standards to strengthen Mission Assurance and Continuity of Operations.

Working Groups & Cross-Functional Collaboration

  • Facilitates and leads continuity working groups, including quarterly Business Continuity and Disaster Recovery (BC/DR) meetings.
  • Represents the agency at Intelligence Community (IC) Continuity and Mission Assurance working groups relevant to ESAs.
  • Coordinates working groups to integrate agency readiness features into the MAST suite and related platforms.
Qualifications

Clearance Required: Active TS/SCI clearance (Polygraph may be required based on agency components).

Degree and Years of Experience: Bachelor’s degree or equivalent plus a minimum of seven years of experience in program management, with a proven ability to translate complex data into strategic recommendations for executive decision-makers.

Required Certifications:

  • FEMA level 1 Professional Continuity Practitioner certified (or ability to attain within 6 months of hire).

Required Skills:

  • Advanced knowledge of Federal Continuity Directives, DoD Mission Assurance strategies, and Intelligence Community (IC) Continuity policies.
  • Proven experience managing Business Process Analysis (BPA) and Business Impact Analysis (BIA) cycles for Essential Support Activities (ESAs).
  • Hands-on functional administration, tool management, and user training experience in:
    • Mission Assurance Support Toolkit (MAST).
    • BlackBerry AtHoc Computer Emergency Notification System (CENS).
  • Experience developing training curricula (ideally partnering with enterprise learning institutions).
  • Demonstrated success leading cross-functional teams, in challenging environments, characterized by:
    • Time constraints.
    • Resource constraints.
    • Competing priorities.
