Job summary

Jobtailor is seeking a dedicated Business Analyst to support federal government software development programs. You will elicit and document requirements, translate them into agile artifacts, and align priorities with delivery teams while ensuring BI reporting needs are met.

Responsibilities include validating acceptance criteria, coordinating incidents, and mentoring stakeholders on best practices for backlog readiness and product alignment.

Qualifications

  • U.S. Citizen required.
  • Reside in Continental United States.
  • Ability to work Eastern Standard Time business hours.
  • Pass a 7-year background check.
  • Must obtain and maintain DHS-USCIS EOD clearance.
  • Bachelor’s degree in business or a technical discipline.
  • At least 2 years of federal software development experience.
  • At least 2 years in Agile frameworks (Scrum or Kanban).
  • Proficiency in JIRA.
  • Experience backlog grooming with Product Owners or SMEs.
  • Ability to estimate tasks accurately.
  • Excellent verbal and written communication.
  • Translate between business and technical contexts.
  • Ability to generate effective visualizations.
  • Strong collaboration and adaptability.

Responsibilities

  • Support the full systems development lifecycle across technical and data-driven environments
  • Elicit, analyze, document, and prioritize business and technical requirements
  • Translate business goals and user needs into epics, user stories, acceptance criteria, and other Agile artifacts
  • Advise Product Owners and represent stakeholder priorities to delivery teams
  • Partner with Product Owners, stakeholders, developers, testers, and project leaders on backlog readiness and product alignment
  • Define requirements for BI reports, dashboards, BI objects, and source systems
  • Evaluate workflows, organizational processes, and technology solutions and recommend improvements
  • Enforce Definition of Ready and Definition of Done quality standards
  • Validate acceptance criteria and address edge cases before development
  • Monitor production issues and coordinate incidents through resolution within contractual SLAs
  • Coordinate internal OIT requests and priorities
  • Contribute to weekly, monthly, quarterly, and annual program deliverables and reporting
  • Provide training and guidance on system usage, expected behavior, and functional capabilities
  • Determine whether issues represent defects or expected behavior

Requirements



  • Must be a U.S. Citizen

  • Must currently reside in the Continental United States

  • Bachelor’s degree in business or a technical discipline

  • At least 2 years of pertinent Business Analysis experience supporting Federal Government Software/Application Development programs

  • At least 2 years of experience working within Agile Frameworks, such as Scrum or Kanban

  • Proficiency in JIRA

  • Client-facing experience conducting backlog grooming and requirements gathering sessions with Product Owners or business Subject Matter Experts

  • Proficiency in creating reasonable and accurate time estimates for assigned tasks

  • Excellent verbal and written communication skills

  • Ability to interact directly with non-technical and technical client stakeholders and translate between business and technical contexts

  • Ability to generate effective visualizations

  • Ability to prioritize and self-start

  • Adaptability and flexibility as priorities shift

  • Openness to collaboration, feedback, and client requests

  • Active/current DHS-USCIS Entry on Duty (EOD) Clearance/Investigation is desired
