Job summary

Business Technology Integrators (BTI) in Washington, DC is seeking a skilled Business Analyst to drive the EFAST2 modernization effort from Transition-In through Go-Live and steady-state O&M. You will work with the Project Manager, Technical Lead, UI/UX Specialist, and Product Owner to build and refine the product backlog and ensure acceptance criteria are met.

You will validate requirements during sprint reviews and UAT, maintain end-to-end traceability, and coordinate with EBSA/OCIO

Qualifications

  • Undergraduate degree in business administration, information systems, CS, or related field, or equivalent experience.
  • 6+ years in business analysis for IT application development projects.
  • 3+ years in an Agile/Scrum environment, writing stories, epics, acceptance criteria.
  • Experience validating functionality against requirements, including UAT and sprint reviews.
  • Experience delivering stakeholder meetings and knowledge-transfer sessions.

Responsibilities

  • Lead discovery sessions with incumbent vendors and coordinate with PM, Tech Lead, UI/UX, and Product Owner to refine the backlog.
  • Review wireframes and UX mockups against requirements to ensure alignment before PO approval; participate in sprint reviews and UAT.
  • Maintain end-to-end requirements traceability across annual rollover cycles and liaise between business stakeholders and the development team.

Job description

Business Technology Integrators (BTI) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) with more than 25 years of experience delivering innovative and reliable IT and engineering solutions to the Federal Government. BTI supports mission-critical programs across defense and civilian agencies, with core expertise in cybersecurity, program management, enterprise IT, and technical oversight services.

BTI is currently searching for a Business Analyst to fulfill the roles and responsibilities below:

Roles and Responsibilities:

The Business Analyst is responsible for eliciting, analyzing, documenting, and validating functional and non-functional requirements for the EFAST2 system across the full lifecycle of the modernization effort from initial Transition-In discovery through Core Development, Integration, Go-Live, Hypercare, and into steady-state Operations & Maintenance.

This role leads discovery activities during Transition-In, including structured knowledge-transfer sessions with the incumbent O&M vendor, to capture existing system functionality, clarify ambiguous or undocumented requirements, and identify gaps between current capabilities and Government objectives, and works closely with the Project Manager, Technical Lead, UI/UX Specialist, and Product Owner to build and continuously refine the product backlog so that user stories are prioritized by business value and technical dependency and contain complete, testable acceptance criteria.

The Business Analyst reviews wireframes and UX mockups developed by the UI/UX Specialist against documented requirements to confirm alignment prior to Product Owner approval, and remains actively engaged throughout each sprint to validate that delivered functionality satisfies the documented business requirements and acceptance criteria prior to story completion, reviewing developed features against the original requirement intent, participating in sprint reviews and UAT sessions to confirm correct implementation of business rules and DER/edit-test logic, and identifying and reporting discrepancies between delivered functionality and specified requirements.

The Business Analyst maintains end-to-end requirements traceability (Roadmap - User Stories - Tasks - Test Results) across all annual rollover cycles, ensuring that as the system evolves - through new epics, annual forms changes, and post-go-live enhancements - validated requirements remain accurate and any implementation drift is caught and corrected, and serves as the ongoing liaison between EBSA/OCIO business stakeholders and the technical development team for the life of the contract.

Experience/Qualifications:
  • Undergraduate college degree from an accredited college or university in business administration, information systems, computer science, or related discipline, or equivalent experience
  • At least 6 years of experience performing business analysis, requirements gathering, and documentation for IT application development projects
  • At least 3 years of experience working within an Agile/Scrum environment, writing and refining user stories, epics, and acceptance criteria
  • Experience validating delivered functionality against documented business requirements and acceptance criteria, including UAT support and sprint review participation, prior to Government sign-off
  • Experience conducting stakeholder meetings, facilitating requirements workshops, and leading knowledge-transfer or discovery sessions with incumbent contractors or legacy system owners
  • Experience translating business and regulatory requirements (e.g., ERISA, Form 5500 series filing requirements) into functional specifications and system design inputs
  • Experience with Jira for requirements traceability and backlog management, and with Confluence and Microsoft SharePoint for organizing project documentation and requirements artifacts
  • Experience reviewing wireframes and UX mockups against documented requirements to confirm alignment prior to Product Owner approval
  • Working knowledge of federal IT development processes, including Section 508 accessibility requirements and information security considerations.
  • Experience supporting annual system change cycles, including analyzing legislative or regulatory changes for system impact and validating that rollover implementations match specified requirements
