Job summary

ICF is seeking a motivated Business Analyst to join our team and focus on gathering requirements, improving processes, and analyzing data to inform decision‑making across government programs. The role includes documenting business cases and workflows, supporting testing, and collaborating with IT and stakeholders.

Strong English and Spanish communication, proficiency with Excel/PowerPoint, and the ability to manage priorities in a fast‑paced environment are essential. Remote US work is supported.

Qualifications

• Bachelor’s degree or 4 years of relevant experience.
• US Citizenship or Permanent Resident per federal contract requirements.
• 2+ years of experience in a business analyst role or related field.
• 2+ years of experience with data analysis and business process improvement techniques.
• Excellent written and verbal communication skills in English and Spanish.
• Proficiency with Microsoft Excel, PowerPoint, and common data/reporting tools.
• Willingness to travel up to 15% to visit clients and meetings in Guaynabo, PR.

ICF is looking for a highly motivated and skilled Business Analyst to join our team.

We strongly prefer candidates who reside in Puerto Rico. We are open to supporting 100% remote work anywhere within the U.S. We will not provide relocation to Puerto Rico for this role.

Key Responsibilities

• Requirements Gathering: Engage with business stakeholders to understand their needs, gather and document requirements, and translate them into functional specifications.
• Process Improvement: Identify inefficiencies in current processes and workflows and propose improvements to enhance operational efficiency.
• Data Analysis: Analyze business data to provide actionable insights, trends, and reports to inform decision‑making. Collaboration with IT and Development Teams: Work with technical teams to ensure that business requirements are accurately reflected in system enhancements or solutions.
• Project Management Support: Assist project managers in planning, scheduling, and overseeing project timelines and deliverables.
• Stakeholder Communication: Support coordination between government partners and stakeholders, helping ensure program activities are aligned with requirements and priorities.
• Documentation: Create detailed documentation including business cases, use cases, and workflow diagrams.
• Testing and Validation: Assist in user acceptance testing to ensure solutions meet the defined requirements and provide ongoing support during the implementation phase.
• Continuous Improvement: Stay up to date with industry trends and methodologies and recommend best practices to improve organizational processes.

Required Qualifications

• Bachelor’s degree (or 4 years of relevant experience in lieu of a degree).
• Must be a US Citizen or Permanent Resident per federal contract requirements.
• 2+ years of experience in a business analyst role or related field.
• 2+ years of experience with data analysis and business process improvement techniques.
• Excellent written and verbal communication skills in both English and Spanish.
• Excellent communication and interpersonal skills with colleagues and clients.
• Strong analytical and problem‑solving skills.
• Ability to work collaboratively in a cross‑functional team environment.
• Proficiency with Microsoft Excel, PowerPoint, and common data/reporting tools.
• Demonstrated ability to manage competing priorities in a fast‑paced environment.
• Remote position, located in Puerto Rico, or willing to relocate to Puerto Rico, and able to travel up to 15% to visit clients, stakeholders and essential meetings at ICF’s office in Guaynabo, Puerto Rico.

Preferred Qualifications

• 2+ years of experience in business analysis tools (e.g., Microsoft Excel, SQL, or similar).
• Knowledge of project management methodologies (Agile, PMBOK, etc.).
• Experience preparing reports, dashboards, or performance tracking tools.
• Familiarity with geospatial, environmental, or housing‑related programs.
