Job summary

Talent Groups is seeking a Business Analyst II to support public-sector stakeholders on a complex systems implementation. You will gather and document business and functional requirements, develop user stories, and support testing through the project lifecycle.

This role is primarily remote (occasional onsite in Austin, TX). 12-month assignment with standard hours and collaboration across multiple program areas in a fast-paced environment.

Qualifications

• 4-7 years: Experience with workforce development programs (WIOA, PIRL).
• 4-7 years: Plan, lead, gather, and analyze business and functional requirements with cross-functional teams.
• 4-7 years: Develop business process maps and perform fit-gap analyses.
• 4-7 years: Solve complex problems and troubleshoot software systems.
• 4-7 years: Gather requirements across multiple program areas with varying needs.
• 4-7 years: Capture design requirements and BRDs/SRS.
• 4-7 years: Facilitate remote workshops and cross-functional sessions.
• 4-7 years: Prepare and execute test plans and document results.
• 4-7 years: Implement and test interfaces with large legacy systems.
• 4-7 years: Support PM lifecycle artifacts.
• 4-7 years: Experience with SDLC tools like HP ALM or Atlassian.

Responsibilities

• The Business Analyst will gather and document business and functional requirements, analyze systems and business processes, develop user stories and process models, and support software testing throughout the project lifecycle.

Key Responsibilities

Required Skills & Experience

Candidates Must Meet Or Exceed The Following Minimum Requirements

• 4 7 years: Experience working with workforce development programs, including the Workforce Innovation and Opportunity Act (WIOA) and Participant Individual Record Layout (PIRL)
• 4 7 years: Planning, leading, gathering, and analyzing business and functional requirements in cooperation with business and technical teams.
• 4 7 years: Developing business process maps and performing fit-gap analyses.
• 4 7 years: Solving complex problems and troubleshooting software systems.
• 4 7 years: Collecting requirements simultaneously across multiple program areas with varying business needs.
• 4 7 years: Gathering, documenting, and capturing design requirements.
• 4 7 years: Developing Business Requirements Documents (BRDs) and Software Requirements Specifications (SRS).
• 4 7 years: Facilitating workshops, meetings, and collaborative work sessions with cross-functional teams in a remote environment.
• 4 7 years: Preparing and executing test plans; leading or assisting team members with testing activities; and documenting and communicating testing results.
• 4 7 years: Implementing and testing interfaces that exchange data with large, complex legacy systems.
• 4 7 years: Assisting with development of plans and work artifacts supporting the Project Management Life Cycle.
• 4 7 years: Experience with SDLC management tools such as HP Application Lifecycle Management (ALM) or Atlassian.

Preferred Qualifications

• 2+ years: Experience working with state government organizations or programs.

Work Arrangement

• Primarily remote
• Must have a secure, dedicated workspace and reliable internet connection
• Must be available for regular meetings and collaboration using Microsoft Teams and other business applications
• Occasional onsite work may be required in Austin, Texas, with advance notice
• Standard schedule is Monday Friday, 8:00 AM 5:00 PM Central Time
• Occasional evening, weekend, or holiday work may be required
