Jobtailor in Washington, DC seeks an experienced Business Analyst to gather and document requirements, analyze processes, and drive agile delivery in federal IT environments.

Qualifications

Responsibilities

Support requirements traceability and scope management through delivery lifecycle
Clarify business rules and functional requirements for development teams

Prepare weekly and monthly delivery and status reports for leadership and clients
Analyze backlog, service, and operational data using Excel and Power BI
Develop dashboards and metrics using Azure DevOps and Power BI
Identify automation opportunities using low-code platforms
Facilitate backlog refinement, sprint planning, retros, and status meetings
Maintain product backlogs aligned with priorities and roadmap objectives
Coordinate roadmap execution and delivery tracking with client and contractor leadership
Track and document project risks, issues, dependencies, and action items
Support operational sustainment in enterprise O&M environments
Promote agile delivery processes and backlog management standards

Requirements

Bachelor's degree in Business Administration, Information Systems, Computer Science, or a related field from an accredited college or university
Minimum of 5 years of experience supporting enterprise Operations and Maintenance (O&M) initiatives in a Business Analyst capacity
Minimum of 2 years of experience using Azure DevOps or a similar backlog and project tracking tool
Demonstrated experience developing and owning Power BI reporting outputs, including dashboard design, data modeling, and stakeholder-facing report delivery
Experience supporting agile delivery teams in a federal government IT environment
Exceptional communication skills in English, both written and oral
Strong analytical and critical thinking skills
Proficiency with Microsoft 365, including SharePoint Online, Microsoft Power Platform (Power Apps, Power Automate, Power BI), and the full Microsoft Office Suite
Advanced proficiency with Azure DevOps for backlog management, sprint tracking, and delivery reporting
Advanced proficiency with Microsoft Power BI for dashboard development, data visualization, and operational reporting
Demonstrated experience developing and maintaining user stories, acceptance criteria, and functional requirements in an agile delivery environment
Strong facilitation skills with experience leading agile ceremonies
Experience with requirements traceability and scope management in enterprise IT delivery programs
Proficiency with ServiceNow for IT service management and operational tracking activities
