Job summary

HTC Global Services is seeking a Senior Business Analyst – Behavioral Health (SAFe) to partner with clinical, operational, and IT teams at a Utah state psychiatric hospital. You will translate complex clinical and business needs into clear requirements and contribute to SAFe Agile delivery.

Responsibilities include eliciting requirements, creating BRDs and user stories, facilitating workshops, mapping processes, maintaining traceability, and supporting UAT with test scenarios.

Qualifications

• Minimum 5 years of requirements gathering in behavioral health or clinical care.
• Experience in SAFe environment.
• Proficiency with BRDs, user stories, process maps, and acceptance criteria.
• Experience leading stakeholder workshops.
• Proficient in Office 365, Visio, Jira, Confluence or equivalents.
• On-site work in Utah.

• Support UAT by developing test scenarios and validating outcomes.

Position Overview

Support meaningful healthcare initiatives by partnering with clinical, operational, and IT teams within a state psychiatric hospital. This opportunity focuses on translating complex clinical and business needs into clear, actionable requirements while contributing to projects delivered through a SAFe Agile framework.

What You'll Do

• Gather, document, and validate business and functional requirements from clinical, administrative, and IT stakeholders.
• Translate requirements into user stories, process flows, BRDs, and acceptance criteria.
• Facilitate stakeholder workshops, interviews, and requirement-gathering sessions.
• Analyze current-state business processes and identify gaps, risks, and improvement opportunities.
• Maintain requirements traceability throughout the project lifecycle.
• Participate in SAFe ceremonies including PI Planning, sprint reviews, and backlog refinement.
• Collaborate with Product Owners, Scrum Masters, and technical teams to refine priorities.
• Prepare business documentation, process maps, and project status reports.
• Support User Acceptance Testing by developing test scenarios and validating outcomes.

Required Qualifications

• Minimum 5 years of extensive experience in business requirements gathering within a state psychiatric health facility or comparable behavioral health/clinical care setting.
• Demonstrated experience working in a Scaled Agile Framework (SAFe) environment.
• Strong experience with requirements elicitation, BRDs, user stories, workflow/process mapping, and acceptance criteria.
• Experience facilitating stakeholder workshops across clinical and operational departments.
• Proficiency with Microsoft Office/365, Visio, Jira, Confluence, or equivalent collaboration tools.
• Ability to work on-site in Utah.

Preferred Qualifications

• SAFe certification (Practitioner, Product Owner/Product Manager, or equivalent).
• Experience supporting state government or public-sector healthcare initiatives.
• Familiarity with behavioral health operations, psychiatric care, regulatory requirements, or EHR systems.
• Bachelor's degree in Business Administration, Health Administration, Information Systems, or a related field (or equivalent experience).
