Job summary

Smart Tech Skills LLC is seeking a Mid Level Business Analyst to support enterprise modernization initiatives within the Project & Portfolio Management Office. You will elicit business needs, document processes and functional requirements, and support UAT and implementation.

Working with program staff, senior analysts, technical teams, and external vendors, you will transform stakeholder input into actionable documentation that guides project delivery and change adoption.

Qualifications

  • 3 or more years of experience as a Business Analyst in enterprise IT, software implementation, or system modernization projects.
  • Experience eliciting, analyzing, and documenting business and functional requirements.
  • Experience drafting current-state and future-state process maps and SOPs.
  • Proven ability to prepare and execute UAT test cases and document defects.
  • Strong requirements management and traceability throughout SDLC.
  • Must reside within 50 miles of the primary work location and be available for onsite meetings.

Role Overview

The Business Analyst supports enterprise modernization initiatives within the Project & Portfolio Management Office (PPMO). This role is responsible for eliciting and clarifying business needs, documenting business processes and functional requirements, assisting with solution assessments, and supporting User Acceptance Testing (UAT) and implementation. Working collaboratively with program staff, senior analysts, technical teams, and external vendors, the analyst transforms stakeholder input into actionable documentation that guides project delivery.

Requirements Elicitation & Business Analysis
  • Gather business and functional requirements through stakeholder interviews, workshops, research, and documentation reviews.
  • Translate stakeholder input into detailed process diagrams, user stories, business rules, and functional descriptions.
  • Maintain requirements traceability matrices (RTMs) across the entire project delivery lifecycle.
Process Mapping & Documentation
  • Draft and maintain comprehensive current-state and future-state process maps, standard operating procedures (SOPs), and requirements summaries.
  • Produce structured system documentation and business requirement artifacts using approved templates and standardized terminology.
Testing, Training, & Implementation Support
  • Prepare UAT test scenarios and test cases, participate in testing execution, document validation results, and track defect resolution.
  • Contribute to the development of end-user training guides, job aids, and train-the-trainer sessions.
  • Observe workflow impacts, gather user feedback during rollout, and communicate insights to support change adoption and continuous improvement.
Required Qualifications
  • 3 or more years of experience as a Business Analyst supporting enterprise IT, software implementation, or system modernization projects.
  • Demonstrated experience eliciting, analyzing, and documenting business and functional requirements.
  • Hands-on experience developing current-state and future-state process flows, user stories, and standard operating procedures (SOPs).
  • Proven experience preparing and executing User Acceptance Testing (UAT) test cases and documenting defect findings.
  • Strong proficiency in requirements management and traceability throughout the software development lifecycle (SDLC).
  • Must reside within 50 miles of the primary work location and be available for occasional onsite meetings as required.
Preferred Qualifications
  • Experience supporting large-scale modernization programs within government, public sector, or regulated environments.
  • Familiarity with data governance, data privacy, and security practices.
  • Exposure to relational databases or cloud-based data platforms with the ability to translate technical concepts for business audiences.
  • Experience facilitating cross-functional workshops and consensus-building sessions.
