Job summary

ACL Digital is seeking a Business Analyst to support a state government modernization initiative in a largely remote role with occasional in-office presence. The position involves eliciting and clarifying business needs, documenting processes, and supporting solution assessment, testing, and implementation.

You will translate stakeholder input into clear documentation, create process maps and user stories, and contribute to training materials to drive adoption and continuous improvement.

About the Role

We're looking for a Business Analyst to support a state government modernization initiative. In this role, you'll partner with program staff, senior analysts, technical teams, and vendors to elicit and clarify business needs, document processes and requirements, and support solution assessment, testing, and implementation. You'll play a key role in transforming stakeholder input into clear, actionable documentation that guides project delivery.

This position offers a largely remote work arrangement, with occasional in-office presence based on business need.

Key Responsibilities

• Business Analysis & Requirements Support: Gather information through interviews, workshops, document reviews, and research; translate findings into process diagrams, user stories, business rules, and functional descriptions; help maintain requirements traceability throughout the project lifecycle.
• Documentation: Draft and maintain current state/future state process maps, SOPs, requirements summaries, and system documentation using approved templates and consistent terminology.
• Testing & Validation Support: Prepare UAT test cases, participate in test execution, document results, and communicate findings for review and resolution.
• Training & Implementation Assistance: Contribute to end-user training materials and "train the trainer" sessions; observe workflow impacts, gather user feedback, and share insights to support adoption and continuous improvement.
• Other duties as assigned to support program objectives and timelines.

Preferred Qualifications
