Job summary

Solera Corporation is seeking a Business Systems Analyst III for Government Solutions in Minnesota. The role is largely remote with occasional travel and involves leading requirements analysis, data interrogation, and cross‑functional collaboration across stakeholders, developers, and clients.

You will mentor junior analysts, apply data modeling techniques, and ensure solutions meet business objectives and architectural standards.

Business Systems Analyst III – Government Solutions

Solera is a global leader in data and software services that transforms vehicle lifecycle experiences through connected digital solutions. The Government Solutions team delivers motor carrier administration systems for jurisdictions managing International Fuel Tax Agreement and International Registration Plan processes. This position is based in Eagan, MN but is largely remote.

What You’ll Do

• Lead elicitation, analysis, documentation, and ongoing maintenance of complex user, system, and integration requirements.
• Provide advanced technical analysis of business needs and resolve complex system issues.
• Serve as a senior liaison between business stakeholders, developers, architects, and external partners to drive business‑critical solutions.
• Perform complex analyst activities using explore methodologies and enterprise tools to support solution design and delivery.
• Lead project planning and execution activities including status reporting, work coordination, task prioritization, and facilitation of cross‑functional sessions.
• Lead and support system testing, validation, and acceptance activities to ensure solutions meet business objectives and architectural standards.
• Apply domain and analytical expertise to propose innovative, high‑value business solutions.
• Select and apply appropriate analysis techniques such as process models, use cases, and data flows.
• Negotiate and influence technical and non‑technical solutions aligned with business priorities.
• Collaborate with internal teams, clients, and vendors in workshops and meetings; minimal travel may be required.
• Perform advanced data interrogation and root‑cause analysis using SQL Server Management Studio, authoring complex SQL queries.
• Utilize Excel and Microsoft analytical tools for data modeling, reconciliation, and exploratory analysis.
• Lead automation and optimization of reporting, data validation, and operational support processes.
• Champion and enforce explore standards for data quality, documentation, and analytical rigor.
• Provide technical mentorship to junior and mid‑level analysts.

What You’ll Bring

• Bachelor’s degree in Computer Science, Information Systems, or a related field; or five (5) years of progressive technical and business experience.
• Proven experience as a Business Analyst: requirements definition, analysis, documentation, solution design, and project coordination.
• Experience with UX/UI or solution design, translating business needs into user‑centered designs.
• Strong presentation and communication skills, conveying technical concepts to non‑technical audiences.
• Proficiency with Microsoft Office applications.
• Proficiency with Azure DevOps and/or Jira for work tracking and collaboration.
• Ability to query and analyze data using SQL against SQL Server or other relational databases.
• Experience working within structured software development lifecycles, including Waterfall and Agile.
• Curiosity and quick learning of complex systems to elicit, analyze, and document requirements.
• Capable of thriving in a fast‑paced, multi‑project environment with accuracy and attention to detail.
• Commitment to company best practices and standards.
• Successful experience working directly with external customers and stakeholders.
• Strong independent work ethic, ownership of deliverables, and high‑quality results on schedule.
