Job summary

The Village of South Holland is seeking a Building Division Manager in the Community Development Department. You will oversee building permits, inspections, and plan reviews to ensure compliance with codes and ordinances while coordinating flood prevention efforts with the Village Engineer.

Responsibilities include leading division staff, advising on enforcement of codes, and collaborating on development reviews.

Qualifications

• 3-5 years of increasing responsibility in construction, building permit process, or municipal plan reviews and inspections
• At least 2 years of administrative and supervisory responsibility
• Equivalent to an Associate’s or Bachelor’s degree from an accredited college or university with major coursework in construction management, architecture, engineering or a related field
• ICC Residential Building Inspector & Housing Inspector certifications (or equivalent)
• If not certified, must obtain within 6 months; other certifications are a plus

Responsibilities

• Oversee the Village’s building permit process to ensure compliance with building and zoning requirements
• Conduct or oversee inspection of building construction including occupancy permits
• After-hours inspections may be required for emergencies
• Advise on enforcement of codes and housing neighborhood preservation
• Conduct permit and plan reviews for non-front-line staff handled permits
• Provide leadership to building division staff
• Work with the Director on development review projects
• Maintain records of customer service issues and resolutions
• Collaborate with Village Engineer on flood prevention and CRS compliance
• Administer BCEGS program and ensure standards are upheld
• Coordinate with Code Manager on complex violations
• Manage high-level code cases and notices
• Ensure records remain up to date
• Attend seminars and training to grow professional capabilities
• Review emergency operations plan annually with Fire Chief and Director of Public Works
• Perform additional duties as assigned
