City of Indianapolis is seeking a finance professional to assist the CFO with budgeting, financial reporting, and compliance. You will oversee annual budget planning, conduct variance analyses, and prepare board and OFM reports.

You’ll also manage payroll, vendor payments, and requisitions while ensuring policy adherence and audit readiness. Ideal candidate has a public-sector mindset, strong Excel skills, and experience guiding financial processes in a complex agency.

Qualifications

  • Bachelor’s degree in Accounting, Finance, Business, or a related field.
  • 5 years of progressive finance or accounting experience; 1–2 years of people-management experience.
  • Knowledge of governmental accounting and budgetary procedures.
  • Proficient in advanced Excel and experienced with Word, PowerPoint, Teams, and SharePoint.
  • Strong oral and written communication skills.
  • Ability to analyze, project, and utilize spreadsheets, databases, and other financial software tools.
  • Ability to make independent decisions and take initiative in a dynamic public-sector finance environment.
  • Ability to plan, sequence, and prioritize work; triage competing requests; balance urgent vs. important tasks; and maintain thorough follow-ups and documentation.
  • Demonstrates strong adaptability and anticipates and responds to the CFO’s needs; understands organizational preferences and provides proactive support.

Responsibilities

  • Assists the CFO in scheduling, organizing, and implementing both the annual budget planning process and the annual audit reporting process.
  • Conducts monthly budget meetings with managers and executives, collaborating with managers in proactive budget planning to ensure proper forecasting.
  • Along with the CFO, compiles and analyzes data; prepares summaries and submits annual budget plans to the Office of Finance & Management (OFM).
  • Monitors actual expenditures against budget, evaluates variances, and revises original budget as appropriate.
  • Generates various comparative and trend analysis reports.
  • Generates or delegates and reviews monthly financial reports, including the Information Technology Board Financial Report, MBE/WBE reports, and chargeback reporting.
  • Delivers Board reports as proxy for the CFO, as needed.
  • Performs ongoing financial analysis to support decision making and ensure fiscal accountability.
  • Processes payroll for the agency and tracks personnel spending.
  • Facilitates vendor payment processes, including communications with vendors.
  • Approves requisitions for the agency and for customer IT related purchases.
  • Ensures compliance with financial policies, reporting requirements, and audit standards.
  • Collaborates with the CFO to establish and maintain departmental financial processes and documentation.
  • Supports ongoing improvements to financial processing, reporting tools, and workflow efficiencies.
  • Acts as proxy for the CFO, including attending CFO meetings, exercising signatory authority, and providing financial representation or approvals when delegated or when the CFO is unavailable.
