The City of Indianapolis and Marion County Information Services Agency seeks a senior financial analyst to support budget development, oversight, and financial reporting.
You will assist the CFO, coordinate annual budget planning, monitor expenditures, prepare board and audit reports, ensure compliance with policies, and lead process improvements. Bachelor’s degree in Accounting, Finance, Business, or a related field. 5 years of progressive finance or accounting experience; 1–2 years of people-management experience. Knowledge of governmental accounting and budgetary procedures. Proficient in advanced Excel and experienced with Word, PowerPoint, Teams, and SharePoint. Strong oral and written communication skills. Ability to analyze, project, and utilize spreadsheets, databases, and other financial software tools. Ability to make independent decisions and take initiative in a dynamic public-sector finance environment. Ability to plan, sequence, and prioritize work; triage competing requests; balance urgent vs. important tasks; and maintain thorough follow-ups and documentation. Demonstrates strong adaptability and anticipates and responds to the CFO’s needs; understands organizational preferences and provides proactive support to maintain priorities, manage schedules, and ensure continued organization. Ability to document processes clearly and maintain auditable trails.
Master’s degree in Accounting, Finance, Business, or a related field; or 7–10 years of progressive finance/accounting experience; 3–5 years people-management experience. Experience in public-sector or large-agency finance environments. Proven experience drafting and implementing policy; demonstrated change-leadership during audits, annual budget cycles, and system upgrades. Knowledge of GAAP, GASB, fund accounting, chargeback methodologies, and internal controls. Strong reporting and analytical capabilities, including monthly board/executive reporting, MBE/WBE reporting, and trend/variance analysis. Hands‑on experience with budget development and monitoring, audit coordination, payroll processing, accounts payable/vendor payments, and requisition approvals. Proficient with ERP/finance systems (e.g., Oracle, PeopleSoft) and payroll processes.
