Job summary

ConnectDotsSolution LLC is seeking an experienced Budget Analyst for a fully remote contract supporting the NC DHHS Division of Health Benefits. You will monitor APD expenditures, track funding, reconcile contract spending, and support Medicaid Expansion financial reporting.

This role requires strong Excel skills, budget analysis experience, and the ability to manage multiple reporting deadlines while coordinating with stakeholders remotely.

Qualifications

Work Arrangement: Remote

Pay Range: $29–$32 per hour

Position Overview

ConnectDotsSolution LLC is seeking an experienced Budget Analyst for a fully remote contract supporting the NC DHHS Division of Health Benefits.

The selected candidate will monitor Advance Planning Document (APD) expenditures, track state and federal funding, reconcile contract spending, and support Medicaid Expansion financial reporting, including pharmacy rebates and expenditures.

Key Responsibilities

• Monitor APD budgets and expenditures for compliance with approved funding requirements.
• Track spending across multiple contracts and funding sources.
• Reconcile actual expenditures against approved budgets by fund type and project phase.
• Monitor state and federal fund utilization and remaining balances.
• Prepare and process journal vouchers.
• Analyze Medicaid Expansion pharmacy rebate collections, receivables, and expenditures.
• Prepare financial reports, budget analyses, and management updates.
• Manage multiple reporting deadlines and coordinate with project stakeholders remotely.

Required Qualifications

Minimum 3 years of experience in each of the following:

• Budget analysis, accounting, or financial reporting.
• Managing multiple projects and priorities.
• Using collaboration and tracking tools such as Microsoft Project, MS Teams, and Zoom.
• Professional written and verbal communication.
• Monitoring expenditures across multiple contracts.
• Tracking fund utilization across state and federal funding sources.

Highly Desired

• 3+ years supporting state government or public-sector health and human services programs, including Medicaid or Medicaid Management Information Systems (MMIS).
• Familiarity with Advance Planning Documents and federal financial participation.
• Experience with Medicaid Expansion financial reporting and pharmacy rebate reconciliation.
• Strong Excel and financial analysis skills.
