Mfinite Consulting is hiring a Budget Analyst for a remote contract with the North Carolina Department of Health and Human Services, Division of Health Benefits. You will monitor APD spending, reconcile budgets, and track federal fund use while supporting Medicaid Expansion projects.

The role requires 3+ years in budget analysis or related fields, strong Excel skills, and ability to work independently in a fully remote setting.

Qualifications

• 3+ years of budget analysis, accounting or financial reporting experience, preferably in government or healthcare finance.
• Experience tracking fund use across state and federal sources and monitoring contract spend.
• Strong spreadsheet and financial systems skills with ability to produce clear leadership reports.
• Ability to manage multiple priorities and meet reporting deadlines independently.
• Excellent written and verbal communication.

• Analyze spending by fund and reconcile actual spend to budget.
• Track spending by project phase and report on phase budget status and remaining balances.
• Prepare, review and process journal vouchers for APD and Expansion activities.

Help North Carolina track and report the federal funds behind its Medicaid systems and Expansion program.

Mfinite Consulting is hiring a Budget Analyst for a remote contract assignment with the North Carolina Department of Health and Human Services, Division of Health Benefits (DHB). You'll monitor spending on federally funded Medicaid system projects (Advance Planning Documents, or APDs) and analyze pharmacy rebates and spending for the Medicaid Expansion population.

Pay & Schedule

• $28 - $31 per hour, based on experience
• Full-time, 40 hours per week
• 100% remote; interviews by webcam
• Contract through September 30, 2027; start as soon as possible
• W-2 hourly employee of Mfinite Consulting LLC; direct deposit

What You'll Do

What You Need

• 3+ years of budget analysis, accounting, financial reporting or federal grants management, ideally in government or healthcare finance
• 3+ years tracking fund use across state and federal sources and monitoring contract spend
• Strong spreadsheet and financial systems skills, with clear reports for leadership
• Experience managing multiple priorities and reporting deadlines independently
• Comfortable with collaboration and tracking tools such as Microsoft Project, Teams and Zoom
• Excellent written and verbal communication
• Authorized to work in the U.S.; able to pass a national background check and E-Verify

Great Fit If You Have

• State government or public sector experience with Medicaid, MMIS or other health and human services programs
• Knowledge of federal financial participation (FFP), Advance Planning Documents or similar federally funded projects
• Pharmacy rebate or drug rebate reconciliation experience
