Job summary

RMGS, Inc. is recruiting Independent Contractors - Border Security Trainers in various OCONUS locations (task order dependent), in support of the U.S. Department of State. The roles are contingent upon contract award.

You will deliver courses, mentor officials, assess capabilities, and travel to EXBS partner countries to accomplish activities. Excellent communication and English proficiency are required, along with the ability to obtain a Secret clearance. RMGS, Inc.

Qualifications

  • Ten+ years of field experience in U.S. border security activities.
  • Five+ years of experience developing and delivering training.
  • Two+ years of experience training foreign officers.
  • Experience delivering training overseas.
  • Able to operate in an austere training environment.
  • Ability to obtain a Secret security clearance.
  • Certified to deliver World Customs Organization training (COPES).
  • Strong communication and customer-service skills with diverse stakeholders.
  • Fluent in English.

Border Security Trainer (LATA)

OCONUS, XX, US

Position Overview

RMGS, Inc. is currently recruiting Independent Contractors - Border Security Trainers in various OCONUS locations (task order dependent), in support of the U.S. Department of State. The roles are contingent upon contract award.

Roles and Responsibilities

  • Provide consultative services to EXBS partner governments, including by participating in bilateral virtual and in-person consultations, supporting institutional development objectives, informing risk assessment activities, and providing embedded mentorship, as required
  • Plan, prepare for, and deliver courses to partner country customs and border security officers
  • Mentor partner country border security officials in effective implementation of border security best practices, including in targeting, inspection, detection, seizure, evidence collection, post-shipment audits, and investigations of illicit cross-border activities
  • Assess partner border security capabilities (e.g., officers, procedures, and infrastructure) and recommend enhancements
  • Evaluate training curricula of border security agencies/academies and recommend improvements
  • Participate in preparatory meetings with ISN/ECC
  • Travel to EXBS partner countries to accomplish activities
  • Behave in a manner consistent with principles of integrity and ethics and respectful of host government traditions and customs
  • Draft comprehensive after-action reports following travel

Required Qualifications and Experience

  • Ten or more years of field experience in performing U.S. border security activities (e.g., Customs, Border Patrol, HSI, BIS, DOJ, USCG, military)
  • Five or more years of experience developing and delivering training
  • Two or more years of experience in training foreign officers
  • A record of delivering training overseas
  • Capable of operating in an austere training environment
  • Ability to obtain a Secret security clearance
  • Accredited to deliver World Customs Organization-developed training, such as the Strategic Trade Control Enforcement Course and the Compendium on Customs Operational Practices for Enforcement and Seizures (COPES)
  • Knowledge of and skills related to the development of program-level correspondence
  • Knowledge and skills in program assessment techniques related to resource allocation, risk management, performance metrics, and project execution
  • Must have excellent communication skills, both written and oral, as well as customer service skills due to daily interaction with various levels of both international and domestic stakeholders
  • Oral and written fluency in English
  • Ability to perform without Government assistance or training
