    • e. Ability to work effectively with architects, engineers, contractors, maintenance personnel, district administrators, and community stakeholders.
    • f. Ability to maintain accurate records and provide transparent reporting regarding project status, expenditures, and timelines.
    • g. Ability to work as an effective member of the district leadership and operations team.

JOB GOAL

To provide professional oversight, coordination, and fiscal stewardship for bond-funded capital improvement projects. The Bond Project Manager shall work collaboratively with district maintenance staff, district business office staff, architects, engineers, contractors, and the Construction Manager at Risk (CMAR) to ensure bond projects are completed safely, efficiently, consistently, within approved budgets, and in accordance with Board-approved priorities. The Bond Project Manager serves as the district's primary representative for bond projects delivered outside the CMAR scope and assists in coordinating all bond-related construction activities.

TERMS OF EMPLOYMENT

Temporary bond-funded position. Twelve-month position. Employment shall continue through completion and closeout of the bond program unless otherwise determined by the Board of Education.

EVALUATION

Performance of this position shall be evaluated annually by the superintendent in accordance with performance responsibilities and growth plan goals. The formal evaluation procedure shall be in accordance with the provisions of the Board's policy on evaluation of classified personnel.

CONDITIONS OF EMPLOYMENT

  • Maintain appropriate professional memberships and participate in professional development related to construction management, facilities planning, and public project administration.
  • Maintain a valid driver's license and the ability to travel between district facilities and project sites.
PERFORMANCE RESPONSIBILITIES
  • Coordinate planning, scheduling, implementation, and closeout of bond-funded projects delivered outside the CMAR scope.
  • Serve as the district's primary point of contact for contractors performing non-CMAR bond projects.
  • Collaborate with architects and engineers in the development and review of plans, specifications, and project scopes.
  • Collaborate with business office staff to ensure payments are made accurately, on time, and according to the draw schedule.
  • Assists and/or prepares bid documents and specifications in accordance with Kansas statutes and district procurement requirements.
  • Coordinate bid advertisements, pre-bid meetings, contractor inquiries, and bid openings.
  • Participate in bid evaluations and provide recommendations regarding contractor selection to district administration.
  • Monitor project schedules and budgets and provide regular reports regarding project progress and expenditures.
  • Review contractor pay applications, change orders, and project documentation prior to submission for district approval.
  • Identify opportunities for cost savings, efficiency improvements, and standardization of materials and equipment across district facilities.
  • Work closely with maintenance and operations staff to ensure projects align with district standards and long‑term maintenance objectives.
  • Coordinate contractor access, project scheduling, and site logistics to minimize disruption to school operations.
  • Assist in maintaining consistency in roofing systems, HVAC equipment, security hardware, playground components, and other facility systems throughout the district.
  • Serve as a liaison between the district and the CMAR firm to ensure coordination of schedules, safety requirements, and project responsibilities.
  • Help identify and resolve scope gaps, duplication of services, or scheduling conflicts between CMAR and non-CMAR projects.
  • Conduct regular project site visits and document project status, quality, safety concerns, and completion progress.
  • Maintain accurate records of project contracts, warranties, inspections, closeout documents, and related records.
  • Ensure compliance with Board policies, applicable building codes, bond requirements, and Kansas statutes governing public construction and procurement.
  • Assist in preparing presentations, reports, and updates for the Superintendent, Board of Education, staff, and community stakeholders.
  • Support transparency and accountability in the use of bond funds through accurate reporting and documentation.
  • Serve as a member of the district leadership team as assigned by the Superintendent.
  • Attend Board of Education meetings and prepare reports as requested by the Superintendent.
  • Perform additional duties as assigned by the Superintendent.
