Job summary

Newton Public Schools USD 373 seeks a Bond Project Manager to provide professional oversight, coordination, and fiscal stewardship for bond-funded capital projects. You will work with district maintenance, business office, architects, engineers, contractors, and CMAR to ensure safe, efficient, and on-budget completion aligned with Board priorities.

You will report to the Superintendent and coordinate with stakeholders to keep projects on schedule and within scope.

Qualifications

  • Bachelor's degree in Construction Management, Engineering, Architecture, Facilities Management, Business Administration, or related field required; or equivalent combination of education, training, and experience.
  • Transcript and resume reflect construction project management, facilities planning, capital improvement projects, public procurement, contract administration, budgeting, and stakeholder communication.
  • Strong oral and written communication skills.
  • Understanding of public education and the district's relationship to the community and taxpayers.
  • Ability to organize and manage multiple projects with deadlines and budgets.
  • Ability to analyze construction plans, specifications, contracts, and project budgets.
  • Ability to work with architects, engineers, contractors, maintenance staff, district admins, and community stakeholders.
  • Maintain accurate records and provide transparent reporting on project status, expenditures, and timelines.
  • Be an effective member of the district leadership and operations team.

Responsibilities

  • Coordinate planning, scheduling, implementation, and closeout of bond-funded projects outside the CMAR scope.
  • Serve as district's primary contact for contractors performing non-CMAR bond projects.
  • Collaborate with architects and engineers on plans, specifications, and project scopes.
  • Coordinate with business office to ensure timely payments per draw schedule.
  • Assist and/or prepare bid documents and specifications per Kansas statutes and procurement rules.
  • Coordinate bid advertisements, pre-bid meetings, contractor inquiries, and bid openings.
  • Participate in bid evaluations and recommend contractor selection to district administration.
  • Monitor project schedules and budgets and report progress and expenditures.
  • Review pay apps, change orders, and project docs before district approval.
  • Identify cost savings and standardization opportunities across facilities.
  • Work with maintenance to align projects with standards and long-term goals.
  • Coordinate contractor access, scheduling, and site logistics to minimize disruption.
  • Maintain consistency in roofing, HVAC, security, playgrounds, and other systems.
  • Serve as liaison with CMAR to align schedules, safety, and responsibilities.
  • Identify and resolve scope gaps or scheduling conflicts between CMAR and non-CMAR projects.
  • Conduct site visits and document status, quality, safety, and progress.
  • Maintain contracts, warranties, inspections, closeout docs, and related records.
  • Ensure compliance with policies, codes, bond requirements, and statutes.
  • Prepare presentations and updates for Superintendent, Board, staff, and stakeholders.
  • Support transparency and accountability in bond fund usage.
  • Participate as a district leadership team member as assigned by the Superintendent.
  • Attend Board meetings and prepare reports as requested.
  • Perform additional duties as assigned by the Superintendent.
