Job summary

EBA Engineering, Inc. is seeking a Billing Specialist in Laurel, Maryland to prepare client invoices for engineering and professional services projects. The role requires 3+ years of billing experience, and hands-on Deltek Vision/Vantagepoint proficiency.

Remote opportunities may be considered for qualified candidates. You will manage the full invoice lifecycle across various contract types, coordinate with Project Managers, and maintain audit-ready billing documentation for government

Qualifications

• Associate or bachelor's degree in accounting, finance, business administration, or related field.
• Minimum 3 years of billing experience in a professional services environment.
• Hands-on experience with Deltek Vision or Deltek Vantagepoint.
• Experience with multiple contract types: Fixed Fee, Cost Plus, Percent Complete, and Time & Materials.
• Experience with labor transfers and time/expense reclassification processes.
• Experience setting up project billing requirements (rate tables, billing terms, contract setup) within a project accounting system.
• Comfortable working directly with Project Managers to move invoices through approval.
• Experience with government/public-sector contract billing a plus.
• Strong attention to detail and ability to manage a high volume of invoices with competing deadlines.
• Comfortable with rate corrections, invoice holds, and exception-handling scenarios.

Responsibilities

• Prepare and process client invoices across all contract types, including Fixed Fee, Cost Plus, Percent Complete, and Time & Materials (T&M).
• Review and correct project labor bill rates prior to invoice posting, coordinating with Project Managers and the project-setup team to resolve rate discrepancies.
• Set up and maintain billing requirements for new and existing projects in Deltek Vision/Vantagepoint, including rate tables, billing terms, and contract-specific invoice formatting.
• Process labor transfers and time/expense reclassifications needed to keep project billing accurate.
• Manage the full invoice lifecycle from draft through approval, client submission, and posting.
• Partner with Project Managers to resolve invoice holds, missing approvals, and contract-specific billing requirements.
• Monitor and clear the unposted/rate-correction backlog to keep AR/WIP/unbilled reporting accurate.
• Support month-end close by ensuring invoices are billed and posted to the correct period.
• Maintain audit-ready billing documentation for government contracts.
• Assist with write-off review and AR-related billing questions; cross-train with billing team on portal requirements.

EBA Engineering, Inc. (EBA) is seeking a Billing Specialist to prepare client invoices for engineering and professional services projects. The Billing Specialist reviews project information and supporting documentation, prepares invoices in accordance with contract requirements, and maintains accurate billing records.This position is based in Laurel, Maryland; however, remote opportunities may be considered for qualified candidates with the required Deltek Vision/Vantagepoint and professional services billing experience.

KEY RESPONSIBILITIES

As a Billing Specialist, you will:

• Prepare and process client invoices across all contract types, including Fixed Fee, Cost Plus, Percent Complete, and Time & Materials (T&M), ensuring each invoice is billed correctly according to its specific contract terms
• Review and correct project labor bill rates prior to invoice posting, coordinating with Project Managers and the project-setup team to resolve rate discrepancies that would otherwise hold up billing
• Set up and maintain billing requirements for new and existing projects in Deltek Vision/Vantagepoint, including rate tables, billing terms, and contract-specific invoice formatting
• Process labor transfers and time/expense reclassifications needed to keep project billing accurate and support correction of miscoded time
• Manage the full invoice lifecycle from draft through Principal/PM approval, client submission, and posting - including invoices submitted through client billing portals
• Partner directly with Project Managers to resolve invoice holds, missing approvals, non-billable phase questions, and contract-specific billing requirements
• Monitor and clear the unposted/rate-correction backlog, helping ensure completed invoices sent to clients are also properly posted in Vantagepoint so AR, WIP, and unbilled reporting stay accurate
• Support month-end close by ensuring invoices are billed and posted to the correct period
• Maintain organized, audit-ready billing documentation for government contracts, including support for overhead/indirect rate billing where applicable
• Assist with write-off review and AR-related billing questions as needed
• Collaborate with the billing team (currently five team members) and cross-train on client-specific billing procedures and portal requirements

MINIMUM QUALIFICATIONS

• Associate or bachelor's degree in accounting, finance, business administration, or related field
• Minimum 3 years of billing experience in a professional services environment (engineering, architecture, consulting, or similar project-based firm strongly preferred)
• Hands-on experience with Deltek Vision or Deltek Vantagepoint required
• Demonstrated experience billing under multiple contract types: Fixed Fee, Cost Plus, Percent Complete, and Time & Materials
• Experience with labor transfers and time/expense reclassification processes
• Experience setting up and maintaining project billing requirements (rate tables, billing terms, contract setup) within a project accounting system
• Comfortable working directly with Project Managers to move invoices through approval and resolve billing issues
• Experience with government/public-sector contract billing a plus (e.g., state DOT, county, or municipal clients; overhead/indirect cost rate billing)
• Strong attention to detail and ability to manage a high volume of invoices with competing deadlines
• Comfortable working with rate corrections, invoice holds, and other exception-handling scenarios rather than only routine billing

PREFERRED QUALIFICATIONS

• Advanced proficiency in Microsoft Excel and financial reporting tools
