Job summary

FHI 360 is seeking an experienced Billing Specialist to join the contract billing and revenue recognition team. You will read contracts, prepare invoices, and ensure compliance with Funder standards, FAR, CAS, and 2 CFR 200, while delivering timely and accurate billing for multiple projects.

The role requires 3+ years in accounting/finance, strong MS Office skills, and the ability to multitask under tight deadlines, with prior NGO exposure a plus.

Qualifications

• Bachelor’s degree in accounting, finance, business administration or related field.
• Minimum 3+ years in accounting, finance, billing or related field.
• Experience with billing and work breakdown structures.
• Proficient with MS Office and data entry / automated accounting systems.
• Prior NGO experience and knowledge of US Government FAR, CAS, 2 CFR 200.
• Advanced MS Office skills and strong analytical abilities.
• Ability to multitask and meet tight deadlines.

Responsibilities

• Perform intermediate-level billing for CPFF, T&M, Fixed Price and various customers.
• Ensure all bills conform to standards and regulations and are aligned with FAR, CAS, and 2 CFR 200.
• Use the billing system to prepare bills, reconcile invoices and adjust NICRA rates.
• Provide cost analyses and supporting docs for billable costs.
• Identify and escalate invoice calculation errors; lead or support resolution.
• Reconcile project costs to billed costs and maintain billing records.
• Prepare reports and upload invoices to storage.
• Submit timely invoices to funders or portals.
• Produce monthly reconciliation with explanations for unbilled costs.
• Read contracts and apply rules for billing, funding, reporting.
• Collaborate with program staff and external clients for compliant invoices.
• Participate in special research in Contract Billing, AR & Revenue Recognition.
• Perform other duties as assigned.
