Job summary

EnCircle in Richmond, VA is seeking a bilingual Lead Case Manager for our Transitional Foster Care program. The role focuses on coordinating case management, supervising other case managers, and supporting sponsorship processes for unaccompanied children.

The position requires a Master’s or Bachelor’s degree with supervisory experience, bilingual English/Spanish, and a clean driving record. The role operates Monday–Friday, with some on‑call weekends; driving is essential.

Qualifications

• Master’s degree in behavioral sciences, human services or social services fields with supervisory and case management experience with children and families.
• Bachelor’s degree with 3+ years of supervisory and case management experience with children and families.
• Bilingual English and Spanish required.
• Experience with immigrant and/or refugee populations preferred.
• Trauma-informed training preferred.
• Excellent verbal and written communication skills.
• Ability to work independently and handle confidential information.
• Valid driver’s license and clean driving record required.

Responsibilities

• Coordinate case management and safe and timely release services; train new case managers; supervise other case managers.
• Ensure that all assigned youth under supervision receive mandatory services, including mental health, medical, recreational, educational, and other supportive services.
• Develop and complete assessments, service and treatment plans, progress notes, incident reports, and other documentation in a timely manner.
• Provide adequate and supportive supervision of case managers, ensuring child welfare and best practice standards are observed.
• Maintain accurate and current information on unaccompanied children and ensure contractual and internal reporting requirements are met.
• Actively participate in weekly staff meetings with the clinical team and stakeholders.
• Attend, facilitate, and assist with providing ongoing education and support services to foster parents.
• Attend weekly meetings with supervisor to consult on cases, review case plans, and evaluate client participation and progress.
• Schedule home visits with assigned foster parents and unaccompanied children on a monthly basis, and contact them weekly.
• Translate written and verbal communication for program clientele and staff.
• Maintain effective communication with community agencies or individuals involved in service provision.
• Attend internal and external training and apply newly gained knowledge in providing quality case management services.
• Attend and prepare for required court hearings, if applicable.
• Transport clients on an as-needed basis.
• Explore and establish collaborative relationships with community resources and refer case managers and families for support as needed.
• Maintain knowledge of and adhere to federal, state, program, and agency regulations.
• Work flexible hours and independently within the field.
