Job summary

EnCircle in Richmond, VA is seeking a bilingual Lead Case Manager for our Transitional Foster Care program. The role focuses on coordinating case management, supervising other case managers, and supporting sponsorship processes for unaccompanied children.

The position requires a Master’s or Bachelor’s degree with supervisory experience, bilingual English/Spanish, and a clean driving record. The role operates Monday–Friday, with some on‑call weekends; driving is essential.

Qualifications

• Master’s degree in behavioral sciences, human services or social services fields with supervisory and case management experience with children and families.
• Bachelor’s degree with 3+ years of supervisory and case management experience with children and families.
• Bilingual English and Spanish required.
• Experience with immigrant and/or refugee populations preferred.
• Trauma-informed training preferred.
• Excellent verbal and written communication skills.
• Ability to work independently and handle confidential information.
• Valid driver’s license and clean driving record required.

Responsibilities

• Coordinate case management and safe and timely release services; train new case managers; supervise other case managers.
• Ensure that all assigned youth under supervision receive mandatory services, including mental health, medical, recreational, educational, and other supportive services.
• Develop and complete assessments, service and treatment plans, progress notes, incident reports, and other documentation in a timely manner.
• Provide adequate and supportive supervision of case managers, ensuring child welfare and best practice standards are observed.
• Maintain accurate and current information on unaccompanied children and ensure contractual and internal reporting requirements are met.
• Actively participate in weekly staff meetings with the clinical team and stakeholders.
• Attend, facilitate, and assist with providing ongoing education and support services to foster parents.
• Attend weekly meetings with supervisor to consult on cases, review case plans, and evaluate client participation and progress.
• Schedule home visits with assigned foster parents and unaccompanied children on a monthly basis, and contact them weekly.
• Translate written and verbal communication for program clientele and staff.
• Maintain effective communication with community agencies or individuals involved in service provision.
• Attend internal and external training and apply newly gained knowledge in providing quality case management services.
• Attend and prepare for required court hearings, if applicable.
• Transport clients on an as-needed basis.
• Explore and establish collaborative relationships with community resources and refer case managers and families for support as needed.
• Maintain knowledge of and adhere to federal, state, program, and agency regulations.
• Work flexible hours and independently within the field.

Job Overview

Are you passionate about helping immigrant youth resettle in the community? We are looking for an experienced, Bilingual Lead Case Manager for our Transitional Foster Care program. With your talents, you could help dozens of children find stability and the resources they need to be successful.

EnCircle’s Transitional Foster Care program is part of our Immigration and Refugee Services division. The program operates 7 days/week, 365 days/year and is in partnership with Lutheran Immigration and Refugee Services (LIRS). It serves unaccompanied children in the custody of the Office of Refugee Resettlement who are living with foster families. The primary responsibility of this position is coordinating case management and safe and timely release services and supervising the work of other case managers. You will also be expected to provide casework and supportive services to a small caseload of approximately two children in foster care, including facilitating any family members identified or referred for potential sponsorship and assisting with sponsorship applications as needed.

NOTE: This role requires driving, therefore a “clean driving record” is critical.

Minimum Education, Training, Requirements and Prerequisites

• Master’s degree in the behavioral sciences, human services or social services fields with at least 1 year of supervisory and case management experience with children and families, OR
• Bachelor’s degree and at least 3 years of progressive employment experience demonstrating supervisory and case management experience with children and families. Supervisory experience in direct service delivery with the ability to effectively delegate tasks and responsibilities is strongly preferred.
• Bilingual English and Spanish, required.
• Prior experience working with immigrant and/or refugee populations, required.
• Mature and stable judgment and sensitivity to various cultures.
• Basic knowledge of social work principles, concepts and methodology as acquired through a bachelor’s level degree or professional experience.
• Trauma‑informed training for serving immigrant or vulnerable populations, preferred.
• Excellent verbal and written communication skills.
• Ability to work under stress or in a fast‑paced, dynamic environment.
• Ability to work independently and exercise a high level of confidentiality.
• Computer literacy and typing skills sufficient to perform essential job functions.
• Regularly required to communicate with individuals who do not speak English as their primary language.
• Pass a criminal history screen and fingerprint check, including state and local child protection agency registries.
• Participate in a system of 24‑hour availability to clients, foster and adoptive parents, as required.
• Unrestricted valid driver’s license with good driving record. Reliable personal transportation suitable for safely transporting persons served and proof of current automobile insurance.
• Schedule: Monday‑Friday, 8:00 AM‑4:30 PM. Weekends and evenings on occasion/on‑call. Need for flexibility.
• Driving related: Must not have any of the following violations in the last 5 years – reckless driving, DUI or refusal to submit a breath test, manslaughter or negligent homicide, habitual offender status, suspension or revocation of license, commercial motor vehicle violations with blood‑alcohol level .04 or higher, felony violent conduct, high‑severity traffic incidents, etc. Must not have any of the following violations in the last 3 years – passing stopped school bus, careless driving, three or more minor moving violations.
