Job summary

Community Action in Hillsboro, OR seeks a compassionate Housing Navigator to support families moving from housing instability to self-sufficiency. You will manage a client caseload, coordinate housing, utilities, and support services, and advocate on behalf of clients within a trauma-informed, culturally responsive framework.

The role requires bilingual English and Arabic or Spanish, strong organizational skills, and experience with low-income populations.

Qualifications

• Minimum of a High School Diploma/GED plus at least one year of social services experience.
• Bilingual in English and Arabic, Farsi, or Spanish (spoken and written) is required.
• Experience with low-income populations and collaborating with housing industry.
• Excellent interpersonal, oral, and written communication skills.
• Reliable transportation, valid driver’s license, and car insurance.
• Complete UNITE US and MMIS training within 30 days.

Responsibilities

• Manage a client caseload with comprehensive case management to support housing stability.
• Develop trust-based, culturally responsive, trauma-informed relationships with clients.
• Conduct prevention assessments and create individualized housing plans with referrals.
• Meet with low-income households to facilitate housing and utility assistance applications.
• Assist households with documentation and issues related to utilities, evictions, and court agreements.
• Explain and review lease agreements with participants to empower self-advocacy.
• Oversee payment processes for participants with utility companies and landlords.
• Maintain data entry per workflows and funder requirements (UNITE US and MMIS).
• Develop relationships with landlords to secure permanent housing opportunities.
• Network with housing and service providers to streamline services.
• Keep updated on housing opportunities and applicable Fair Housing laws.
