Job summary

CareWorks Health Services is looking for a bilingual HR Specialist & Recruiter who thrives in a fast-paced environment. You will own caregiver recruiting strategy, sourcing channels, community partnerships, and the in-office hiring pipeline in Huntington Beach and Laguna Hills, CA.

You will conduct final interviews, extend offers, coach the virtual recruiter, and ensure compliance with California wage laws.

Qualifications

• 5+ years of recruiting, talent acquisition, or staffing experience.
• 3+ years in non-medical home care recruiting.
• Experience with high-volume recruiting and candidate selection.
• Familiar with California wage orders and home care regulations.
• Bilingual in English and Vietnamese preferred.

Responsibilities

• Hiring authority: conduct final in-person interviews and extend offers on wages and terms.
• Labor law and wage compliance for CA home care regulations.
• Employee relations support for the local team.
• Manage recruiting performance, KPIs, and source evaluation.
• Own caregiver recruiting strategy, campaigns, and partnerships.
• Oversee in-office hiring pipeline through structured interviews and onboarding.
• Guide the virtual recruiter on screening, outreach, and pipeline management.
• Lead in-office orientations for new hires.
• Collaborate with remote HR coordinator on employee files and compliance.
• Coordinate with staffing on caregiver demand and city-level needs.
