Job summary

The Commonwealth of Virginia's Department of Behavioral Health and Developmental Services is seeking an experienced High Needs Behavioral Health Licensing Specialist to cover Regions I-III, including Charlottesville, Staunton, Harrisonburg, and beyond. The role involves inspections, investigations, and monitoring of PRTFs and crisis services to ensure compliance with licensing regulations.

Qualifications

• Knowledge of PRTFs and applicable DBHDS licensing regulations governing care and treatment of children and adolescents in residential settings.
• Knowledge of Virginia's crisis continuum of care and licensing requirements for crisis services.
• Ability to evaluate PRTF and crisis service operations for regulatory and clinical compliance, including assessments, service planning, staffing, and documentation, and to determine whether identified needs are appropriately addressed in service plans.
• Ability to identify systemic compliance concerns and assess whether corrective actions address root causes.
• Experience coordinating with other regulatory and oversight entities, along with administrative, management, and/or quality assurance experience with public and private service delivery systems.

Responsibilities

• Inspect and monitor licensed facilities to ensure compliance with DBHDS licensing regulations.
• Conduct inspections, investigations, and enhanced monitoring of PRTF and crisis service providers.
• Independently assess regulatory compliance and identify health and safety concerns.
• Determine appropriate regulatory citations and evaluate corrective action plans.
• Travel statewide to Regions I, II and III and other regions as needed for inspections and enforcement.
