The Virginia Department of Behavioral Health and Developmental Services (DBHDS) is seeking two (2) experienced professionals to serve as High Needs Behavioral Health Licensing Specialists in the Eastern Region (Region V). These positions carry a caseload of Psychiatric Residential Treatment Facilities (PRTFs) and licensed crisis services, conducting inspections, investigations, and enhanced monitoring to ensure compliance with DBHDS Licensing Regulations [12VAC35-105] and the Regulations for Children's Residential Facilities [12VAC35-46].
These positions will monitor provider compliance by conducting inspections, investigations, and increased and enhanced monitoring of PRTF and crisis service providers, consistent with the Office of Licensing’s Monitoring Protocol for Psychiatric Residential Treatment Facilities and Licensed Crisis Services. Duties include independently assessing regulatory compliance, identifying immediate health and safety concerns, determining appropriate regulatory citations, evaluating corrective action plans, and making recommendations regarding licensing or enforcement action. Because PRTFs and crisis service providers operate statewide, these positions require frequent travel, including travel within an assigned region (Region V: Virginia Beach, Norfolk, Chesapeake, Portsmouth, Hampton, Newport News, Western Tidewater, Eastern Shore & the Middle Peninsula) and at times, to other regions of the Commonwealth, to carry out inspection, investigation, and enhanced monitoring responsibilities. These positions are approved for a hybrid telework schedule; staff must be available for onsite office meetings and special projects, as requested by OL, at the DBHDS Central Office located in Richmond, Virginia. It’s strongly suggested that applicants live within a 30-40 mile radius of the region, in order to meet the duties and demands of the position. A valid, unrestricted driver’s license and an acceptable driving record in accordance with the Commonwealth’s Driver Safety Program are required.
DBHDS welcomes all applicants authorized to work in the U.S. For more information on how to seek this authorization, please refer to Working in the United States or contact the U.S. Citizenship and Immigration Services office directly.
In support of the Commonwealth’s commitment to inclusion, we are encouraging individuals with disabilities to apply through the Commonwealth Alternative Hiring Process. To be considered for this opportunity, applicants will need to provide their AHP Letter (formerly COD) provided by the Department for Aging & Rehabilitative Services (DARS), or the Department for the Blind & Vision Impaired (DBVI). Service-Connected Veterans are encouraged to answer Veteran status questions and submit their disability documentation, if applicable, to DARS/DBVI to get their AHP Letter. Requesting an AHP Letter can be found at AHP Letter or by calling DARS at 800-552-5019.
Note: Applicants who received a Certificate of Disability from DARS or DBVI dated between April 1, 2022- February 29, 2024, can still use that COD as applicable documentation for the Alternative Hiring Process.
