Job Description
Job Summary
The AVP Proposal Strategy is dedicated to maximizing Molina’s likelihood of winning Medicaid RFPs. The AVP must have the executive presence and communication skills required to build trust across stakeholders to package Molina’s winning Proposal for state partners, synthesize business development and capture activities, and map key solutions and strategies which align with anticipated RFPs. Reporting to the VP, Proposal Development, the AVP Proposal Strategy will serve as a key leader on individual bid responses, working closely with the Proposal Director and writing leads to support the development of drafts that align the market’s strategic positioning with the writing.
Job Duties
- Lead cross-functional Proposal Strategy engagements in partnership with Market Development leads, Growth team leaders, health plan(s), shared services, and external partners to establish the Proposal Strategy, ensuring alignment with opportunity business development and capture activities.
- Stand-in for the VP of Proposal Development on individual bids to assist the team in facilitating multiple RFPs simultaneously.
- Develop relationships across the organization to synthesize, assess, and translate state needs/goals and RFP requirements into an actionable Proposal Strategy, including the alignment of solutions required to win.
- Design, lead, and execute Proposal Strategies that respond to RFP requirements and demonstrate Molina’s differentiators, including the identification and prioritization of initiatives.
- Plan, coordinate, develop, and facilitate Proposal Strategy opportunities, driving detailed action plans to track and coordinate activities and deliverables.
- Create key deliverables such as workflows and narratives that articulate Proposal Strategy, preparing responses for RFPs and aligning with overarching strategies by leveraging market intelligence, research, and organizational resources.
- Provide insights, data, and industry experience to shape Proposal Strategies across multiple opportunities.
- Support competitive analysis activities to optimize Molina’s chances of winning, including researching competitor strengths and weaknesses.
- Identify opportunities and gaps; recommend and implement actions to mitigate and close gaps.
- Coordinate complex strategies with cross-functional expertise to address needs and create compelling, customized solutions.
- Support the development of critical content during active opportunities, including engaging in responses, serving as a color team, and providing executive reviews.
- Champion continuous improvement and foster creativity.
- Provide coaching and development opportunities to strengthen the team’s capabilities.
Job Qualifications
Required Education
Graduate Degree or equivalent combination of education and experience
Required Experience/Knowledge, Skills & Abilities
- 8+ years of Medicaid managed care experience or related field
- Ability to influence and build partnerships across departments and external entities, managing multiple priorities effectively
- Experience with Medicaid proposals, business development, and capture management
Preferred Experience
10+ years of Medicaid managed care experience or related field

Pay Range: $140,795 - $274,550 / ANNUAL
