Job description

The D&G team is seeking an Aviation Airworthiness Data Manager to join our team. The Aviation Airworthiness Data Manager provides critical, comprehensive airframe historical information to directly support and validate high-level fleet airworthiness decisions to U.S. Coast Guard (USCG) Aviation Logistics Center (ALC) Division Chiefs, Product Line Managers (PLMs), Engineering Officers (EOs), Chief Warrant Officers (CWOs), Technical Warrant Holders, Subject Matter Experts (SMEs), Certification Agents, and supporting staff. ALC provides logistics and depot maintenance support to all U.S. Coast Guard aviation assets including the HC-27J Spartan, HC-144 Ocean Sentry, HC-130 H/J Hercules, MH-60T Jayhawk, and MH-65D/E Dolphin.

Roles & Responsibilities
  • Airworthiness Data Management & Curation
  • Information Architecture: Gather, research, catalog, and electronically file critical, relevant fleet information in the Engineering Services Division (ESD) Airworthiness Repository (migrating to the Aviation Technical Information Program - ATIP)
  • Baseline Maintenance: Manage and archive core OEM baseline data and any subsequent modifications, including:
    • Aircraft Type Certificates and OEM baseline configurations.
    • System modifications (mechanical, electrical, electronic, weapons, life support, and safety systems)
    • Flight test data, Time Compliance Technical Orders (TCTOs), Special Compliance Technical Orders (SCTOs), and Asset Computer Control Board (ACCB) decisions
    • Cybersecurity assessments and Authorities to Operate (ATOs).
    • OEM deviations and specific airworthiness concerns identified by ESD
  • Tail-Number & Life-Limit Tracking
    • Individual Aircraft Records: Maintain a dedicated, chronological history of each individual aircraft, capturing significant structural damage, major modifications, and repairs that fall outside the scope of normally scheduled Planned Depot Maintenance (PDM)
    • Research, track, and record airframe life expectancies in precise, tangible metrics (e.g., flight hours, landing cycles, pressurization cycles, or years of service)
    • Document service life extension studies and outcomes. Ensure that both the macro-level fleet records and micro-level individual aircraft records are updated to reflect authorized life extensions (e.g., tracking structural modifications required to safely extend H-65 limits from 20,000 to 30,000 flight hours)
  • Mission Spectrum Monitoring & Program Development
    • Develop and manage a program to monitor changes in aircraft mission profiles
    • Correlate actual flight spectrum data (e.g., VFDR maneuvering data from HITRON or Air Intercept missions) against OEM design specifications to ensure the fleet remains within engineered fatigue and system life limits
    • Monitor changes to Original Equipment Manufacturer (OEM), USCG and other services technical directives relating to logistics support (e.g. maintenance, technical data, support and test equipment, facilities, supply support, packaging, handling, storage, transportation, training, training devices and computer resources, design interface, configuration management and deficiencies for applicability to USCG aircraft. Provide recommendations for action to the applicable engineering cell leader for Government action)
  • Additional Senior Duties
    • Participate in vendor site visits to ensure ALC suppliers comply with established Coast Guard and OEM airworthiness standards
    • Administer and manage the certification and recurring training programs for Technical Warrant Holders, Lead Engineers, and Certification AgentsOther duties as assigned
Required Qualifications
  • 15 years of senior-level experience in aviation maintenance, aerospace engineering, logistics, airworthiness certification, or a closely related technical field.
  • Proven track record of managing, migrating, and synthesizing massive, complex technical datasets into actionable intelligence for senior leadership.
  • Aerospace Systems & Structures: In-depth, practical understanding of aircraft structural integrity, propulsion systems, and advanced avionics.
  • Comprehensive command of military (e.g., NAVAIR, USAF) and/or FAA airworthiness standards, certification processes, and aviation sustainment principles.
  • Deep knowledge of aviation technical publications, OEM baseline data, Time Compliance Technical Orders (TCTOs), Service Bulletins, and engineering drawings.
  • Familiarity with advanced data analysis methodologies used for trend forecasting, risk assessment, and airframe lifecycle management.
  • The analytical capacity to research, interrogate, and synthesize highly technical information from disparate sources (such as VFDR data and OEM reports) to form a complete, flawless historical record.
  • Exceptional written and verbal communication skills. Must be capable of confidently briefing and advising ALC Division Chiefs, OEM engineers, and Technical Warrant Holders on critical airworthiness data.
  • Superior organizational skills with the ability to lead vendor site visits, audit supplier compliance, and manage high-level engineering credentialing programs
