Job summary

BizFirst is seeking an Automation Developer to support the U.S. Department of Transportation, Office of the Secretary, Working Capital Fund program.

You will own automation that streamlines billing, disputes, and approvals with full audit trails in a Google-centric environment (Sheets, Drive, Apps Script, AppSheet, BigQuery) and optional Microsoft Power Platform transfer. The role requires hands-on implementation of automated cost models and billing cycles, with a disciplined change-control

Qualifications

• Hands-on implementation experience with deployed cost models and automated billing processes.
• Experience automating financial/transactional workflows with approvals and audit trails.
• Bachelor’s degree or equivalent in a relevant field.

Responsibilities

• Own end-to-end automation of the five-day billing cycle reduction to under one day.
• Develop AppSheet apps and automation bots for dispute management.
• Build orchestration, notifications, and audit logging using Google Cloud workflows or Composer.
• Codify DOT-approved business rules with change control and versioning.
• Instrument metrics to measure automation gains against baselines.
• Produce workflow documentation and support UAT and government re-performance.

BizFirst is assisting our clientwith recruiting a skilled and experienced Automation Developer. This positionsupports the following program: U.S. Department of Transportation (DOT), Officeof the Secretary (OST), Working Capital Fund (WCF), Office of FinancialManagement (OFM) — WCF IT Financial Management, Cost Model Development, andSystems Integration Support.

Our client is a boutiqueconsulting firm that employs consultants and professionals with unique skillsets to support the federal government with strategic execution, financialprocess enablement, IT systems, and Enterprise Resource Planning (ERP) softwareimplementation.

What will you do

Own the automation thatcompresses a five-day manual billing cycle to under one day — and the workflowsthat move disputes, approvals, and exceptions with full audit trails. Thegoverning discipline: the machine moves the data; people review exceptions. Wenever automate a broken or unapproved rule. The client environment isGoogle-based — Google Workspace (Sheets, Drive, Chat, AppSheet, Apps Script)and Google Cloud analytics (BigQuery, Dataform, Looker), alongside Delphi,ServiceNow, and PRISM. Candidates with Microsoft-stack depth (Power BI, PowerAutomate, Power Query, SQL Server) and the aptitude to transfer are strongfits; direct Google-stack experience is a significant plus.

Responsibilities:

• Design and build the automated billing-cycleworkflow end to end: scheduled ingestion, validation on load, execution of theapproved calculation logic, self-populating exception queues, pre-bill reviewand approval flows, and publication handoffs.
• Develop AppSheet applications and automationbots for dispute management — submission from the bill line with charge contextattached, owner assignment, reason codes, SLA timers, escalation, evidencelinks, and resolution tracking with status surfaced to the reporting layer.
• Build orchestration, notifications, and auditlogging in Apps Script (Google Chat, Gmail); use Cloud Workflows or Composerwhere the Government authorizes heavier scheduling.
• Codify only DOT-approved business rules;maintain change control, versioning, and a complete audit trail for everyautomated step.
• Instrument cycle-time and touch-point metrics soautomation gains are measured against the documented baseline, not asserted.
• Produce workflow documentation and runbooks;support user acceptance testing and Government reperformance of the automatedcycle.

Requirements:

• Security Clearance: Public Trust or the abilityto obtain one.
• Candidates whose experience is limited toadvisory, strategic, or conceptual consulting will not meet this program's bar.The client explicitly requires demonstrated, hands-on implementation experience— deployed cost models, executed billing cycles, delivered automations, andoperational financial products.
• Bachelor’s degree in Computer Science,Information Systems, Business, or a related field, or equivalent additionalexperience.
• 4+ years building workflow automation orlow-code/no-code business applications in a controlled (change-managed,audited) environment.
• Demonstrated experience automating financial ortransactional processes with approval gates, exception handling, and audit-trail requirements.
• Process-mapping fluency: able to document a manual cycle, isolate judgment steps from assembly steps, and automate only thelatter.

Desired Skills

• Google Workspace automation: AppSheet (apps andbots), Apps Script, Chat integrations, Forms.
• Microsoft Power Platform background (PowerAutomate, Power Apps) or RPA (UiPath) with clear transfer aptitude — thepatterns carry directly.
• ServiceNow workflow experience; federal billingor month-end close operations; Section 508 awareness for user-facing forms andapps.
